Siri Jagan, J.\n                =-=-=-=-=-=-=-=--=-=-=-=-=-=-=-=-=-=\n                       W.P(C) No. 20373 of 2010\n                =-=-=-=-=-=-=-=-=--=-=-=-=-=-=-=-=-=\n                Dated this, the 14th day of July, 2010.\n\n                             J U D G M E N T\n<\/pre>\n<p>      The petitioner is a defaulter in repayment of loan amounts due<\/p>\n<p>to the Kerala Financial Corporation. The KFC has initiated recovery<\/p>\n<p>proceedings. The petitioner sought the benefit of one time settlement<\/p>\n<p>scheme and he was directed to pay Rs. 70 lakhs towards one time<\/p>\n<p>settlement. The petitioner has already paid Rs. 35 lakhs out of the<\/p>\n<p>Rs. 70 lakhs. The petitioner submits that he requires some more time<\/p>\n<p>to raise funds for paying the balance.         Seeking this relief, the<\/p>\n<p>petitioner has already filed Ext. P6 representation       before the 1st<\/p>\n<p>respondent. The petitioner seeks a direction to the 1st respondent to<\/p>\n<p>dispose of Ext. P6.\n<\/p>\n<p>      2. Learned standing counsel for the KFC points out that Ext. P6<\/p>\n<p>is addressed to the District Manager, who cannot take a decision in<\/p>\n<p>respect of the same. If at all the matter has to be considered at the<\/p>\n<p>highest level, is his submission. Having heard both sides, I dispose of<\/p>\n<p>this writ petition with the following directions:<\/p>\n<p>      The 1st respondent shall forward Ext. P6 to the 2nd respondent<\/p>\n<p>immediately. On receipt of the same, the 2nd respondent shall get Ext.<\/p>\n<p>P6 considered at the appropriate level of the KFC and pass<\/p>\n<p>appropriate orders in accordance with law on the same, as<\/p>\n<p>expeditiously as possible, at any rate, within one month from the date<\/p>\n<p>of receipt of a copy of this judgment, after affording an opportunity of<\/p>\n<p>being heard to the petitioner.\n<\/p>\n<p>                                         Sd\/- S.
