Bhardwaj, Advocate,\n            for the petitioner.\n\n                         *****\n\nRANJIT SINGH, J.\n<\/pre>\n<p>            The Haryana Staff Selection Commission advertised 19<br \/>\nposts of Machinist Mechanic Instructors in the Department of<br \/>\nIndustrial Training and Vocational Education. Two posts were<br \/>\nreserved for SC-A and one post was reserved for SC-B.                      The<br \/>\nessential qualifications prescribed for the posts were (i) Matriculation\/<br \/>\nSenior Secondary\/10th pass under 10+2 Scheme, (ii) National Trade<br \/>\nCertificate and Craft Instructors Training Course in concerned Trade<br \/>\ncoupled with five years Practical\/Teaching experience, including the<br \/>\nperiod mentioned at       clause (ii) above from a reputed Industrial<br \/>\nconcern or recognised Institute. Knowledge of Hindi up to Matric was<br \/>\none of the essential qualification.\n<\/p>\n<p>            The petitioner applied for the post and was called for<br \/>\ninterview. The result of the selection was declared on 25.12.2006.<br \/>\nThe petitioner was placed in the waiting list of the Scheduled Caste<br \/>\ncategory. Subsequently, the petitioner claims to have made enquiries<br \/>\nand later learnt that the application forms submitted by the<br \/>\n<span class=\"hidden_text\"> Civil Writ Petition No.7866 of 2011                  :2:<\/span><\/p>\n<p>respondents, who were selected, did not indicate that they had the<br \/>\nrequisite experience. What was endorsed on the applications of the<br \/>\nrespondents was that they did not have the experience from a<br \/>\nreputed Industrial concern. The respondent-Selection Commission,<br \/>\nhowever, found that the respondents carried the requisite experience<br \/>\nfrom the reputed Industrial concern and were selected. The selection,<br \/>\nwhich was made in the year 2006 is now being challenged on this<br \/>\nprecise ground after lapse of five years. It was for the respondents to<br \/>\nappreciate what sort of experience was needed for the post as they<br \/>\nhad prescribed the same.
