Whether the judgment should be reported in the Digest?\n\n\nPresent:     Mr.J.P.Sharma, Advocate,\n             for the petitioner.\n\n                         *****\n\nRANJIT SINGH, J.\n<\/pre>\n<p>             The petitioner is a Graduate and Post Graduate in<br \/>\nEconomics. She has also done Master of Philosophy in Economics.<br \/>\nIn the year 2005, the petitioner also qualified in the National Eligibility<br \/>\nTest   for   Lectureship     conducted      by    the   University       Grants<br \/>\nCommission. The post of Lecturer has been advertised, for which the<br \/>\napplications were invited by the respondent-Commission. One of the<br \/>\nessential eligible condition for a person to apply is passing of STET<br \/>\nconducted by the State. The essential qualifications for the post of<br \/>\nLecturer in Economics are as under:-\n<\/p>\n<blockquote><p>             &#8220;(i) Post Graduate degree in relevant subject from a<br \/>\n             recognised University alongwith at least 50% marks.\n<\/p><\/blockquote>\n<blockquote><p>             (ii)Certificate of having qualified school&#8217;s eligibility test<br \/>\n               (STET).\n<\/p><\/blockquote>\n<blockquote><p>             (iii) Matric with Hindi\/Sanskrit.&#8221;<\/p><\/blockquote>\n<p>                The petitioner concededly has not passed STET<br \/>\nexamination and accordingly has not been called for interview. She<br \/>\n<span class=\"hidden_text\"> Civil Writ Petition No.11884 of 2011                   :2:<\/span><\/p>\n<p>has filed this writ petition to urge that certificate of National Eligibility<br \/>\nTest held by her would be a higher qualification than STET and<br \/>\nhence she would be eligible for consideration for the appointment to<br \/>\nthe post of Lecturer. In support, she has relied upon the instructions<br \/>\nissued by the Chief Secretary, where person             possessing higher<br \/>\nqualification has been considered eligible for appointment to the<br \/>\npost. The petitioner has not been able to show in any manner that<br \/>\nNational Eligibility Test is higher than the STET. Once the essential<br \/>\nqualification has been prescribed by the Public Service Commission,<br \/>\nthis court would not be in any position to substitute any such<br \/>\nqualification to hold any person eligible for appointment.
