A.G., Haryana<br \/>\n            for respondents No.1 to 3.\n<\/p>\n<p>\nHEMANT GUPTA, J<\/p>\n<p>            The petitioner was admitted for Diploma in Education Course on<\/p>\n<p>on 24.09.2008. However, the petitioner was not issued enrolment number.<\/p>\n<p>It is the said action, which is challenged by the petitioner in the present writ<\/p>\n<p>petition.\n<\/p>\n<p>            The grievance of the petitioner is that only reason for not issuing<\/p>\n<p>the enrolment number, is that the petitioner has passed English as a subject<\/p>\n<p>in Graduation with less than 35% of marks from Pandit Ravi Shankar<\/p>\n<p>Shukla University, Raipur (Chhatisgarh). In terms of the Regulations of the<\/p>\n<p>aforesaid University, the petitioner has qualified the subject of English and<\/p>\n<p>is thus, a Graduate with English as one of the subject. Therefore, the<br \/>\n<span class=\"hidden_text\"> C.W.P. No. 21048 of 2008                                               -2-<\/span><\/p>\n<p>enrolment number cannot be declined to the petitioner.<\/p>\n<p>          The similar issue came up for consideration before this Court in<\/p>\n<p>Sushila Rathi Vs. State of Haryana &amp; others (C.W.P. No.13317 of 2008,<\/p>\n<p>decided on 26.08.2008), wherein a Graduate from Delhi University is<\/p>\n<p>deemed to have qualified in the subject of English having obtained 30%<\/p>\n<p>marks. It was held that the said candidate qualified the subject of English<\/p>\n<p>and is eligible for admission to Diploma in Education Course.<\/p>\n<p>          For the aforesaid reasons which are pari materia with the facts of<\/p>\n<p>the present case, we allow the present writ petition and direct the respondent<\/p>\n<p>Nos.2 and 3 to issue enrolment number to the petitioner, if the reason for<\/p>\n<p>not issuing the enrolment number is qualification in the subject of English.<\/p>\n<pre>\n\n\n\n                                                    (Hemant Gupta)\n                                                        Judge\n\n\n22nd December 2008.
