                           J U D G M E N T<\/p>\n
Balakrishnan Nair, J.\n<\/p>\n<\/p>\n
            Appellants are aggrieved by Ext.P6 seniority list.<\/p>\n
The challenge against it is raised on the ground that<\/p>\n
promotions\/appointments to the post of Revenue Divisional<\/p>\n
Officer in the Kerala Revenue Service was ordered from time<\/p>\n
to time without reference to the cadre strength. As a result,<\/p>\n
direct recruitments were made in excess of the quota set apart<\/p>\n
for the same. The same affected the legitimate chances of the<\/p>\n
appellants for being appointed as Revenue Divisional Officers.<\/p>\n
Ext.P6 was published in 1997. All the appellants have retired<\/p>\n
from service as Tahsildar\/Deputy Collector. In view of the delay<\/p>\n
in challenging the seniority list and owing to efflux of time, no<\/p>\n
relief can be granted to the appellants at this distance of time.<\/p>\n

The learned Single Judge dismissed the writ petition mainly<\/p>\n
on the ground of delay. We find no reason to take a different<\/p>\n
