1.    The RTI application was filed on 13.03.08. The Appellant wished to
\n     know why the tender of M\/s Saurabh Trading Company had been
\n     rejected by BSNL, who was awarded        the tender and the reasons
\n     behind acceptance of the tender by BSNL. The CPIO in his reply of
\n     22.4.08 informed the Appellant that      marks    were given against
\n     different parameters to the two companies M\/s Saurabh Trading and
\n     M\/s Gold Wheel Tractors which submitted the tenders, and     that the
\n     Gold Wheel Tractors company was awarded the tender since it scored
\n     higher marks. He attached a document giving marks scored by the two
\n     Companies against different parameters. The Appellant preferred the
\n     first appeal on 16.5.08 asking for reasons for giving M\/s Gold Wheel
\n     Tractor Company more marks against ‘Carpet Area and Location’ and
\n     against ‘Turnover’. The AA replied on 22.7.08 to two letters received
\n     from the Appellant dated 16.5.08 and 16.7.08 explaining why M\/S
\n     Gold Wheel Tractors scored marks in ‘Experience’, , ‘Carpet Area and
\n     Location’ and ‘Turnover’ . With regard to ‘Turnover’ the AA wrote that
\n     the turnover of Saurabh Trading Company was only Rs. 50 lakhs
\n     whereas that of the other was Rs. 75 lakhs. The second appeal was
\n     preferred on 15.7.08. before the CIC.\n<\/p>\n
 2.    The Bench of Mrs. Annapurna Dixit, Information Commissioner, heard
\n      the matter on October 10, 2008.\n<\/p>\n
3.    The Appellant was present in person.\n<\/p>\n
4.    The Public Authority was absent.\n<\/p>\n
Decision<\/p>\n
5.    The Appellant submitted that         against each of the 5     parameters
\n      identified by the BSNL, M\/S Saurabh Trading Company ought to have
\n      scored higher marks . He complained that while the Company showed
\n      their turnover as Rs. 75 lakhs when they submitted their tender, the
\n      AA had mentioned that it was only Rs. 50 lakhs in his Order.           The
\n      Appellant also mentioned that there were gross irregularities in       the
\n      whole process of inviting and awarding tenders.\n<\/p>\n
6.    The Commission directs the CPIO to provide information against the
\n      two points raised by the Appellant in the RTI request for each of the 5
\n      parameters, along with information about the category under which
\n      the M\/s Gold Wheel Tractors Company is classified, namely, whether
\n      it   is   dealing   in   Telecom,   Fast   Moving   Consumer   Goods    or
\n      Electronic\/Electrical Goods. The information to be provided within 10
\n      days of receipt of this Order.\n<\/p>\n
7.    The appeal is disposed off.\n<\/p>\n
