Usha Ravichandran, Deputy Director\n                                                         (IR) &amp; Shri Yogiraj Sharma, Assistant Director(II))\n\nDate of Hearing:                                         08\/12\/2008 and 31\/12\/2008\n\nDate of Decision                                         31\/12\/2008\n\nFACTS<\/pre>\n<p>:-\n<\/p>\n<p>        By his letter of 10\/10\/2006, the Appellant had requested for information on nine points<br \/>\nrelating to the allotment of a plot of land to Green Field School in Safdarjung Enclave, New<br \/>\nDelhi. The Appellant had also simultaneously sought this information from Deputy<br \/>\nCommissioner (South), MCD, vide his letter dated 29\/09\/2006. The JE(B)-13\/SZ of MCD vide<br \/>\nhis letter dated 11\/01\/2007 had furnished some information to the Appellant but in regard to<br \/>\nmost of the queries, he had mentioned that the matter pertained to DDA. Perusal of the file<br \/>\nindicates that Smt. Asma Manzar, Commissioner(LD), vide her letter dated 29\/01\/2007, had<br \/>\ninformed the Appellant that the concerned PIO had been advised to send point-wise reply to him.<br \/>\nIt, however, appears that no information was furnished to the Appellant.\n<\/p>\n<p>2.       Aggrieved with this, the Appellant has filed the present Appeal before this Commission.\n<\/p>\n<p>3.     The matter was first heard on 08\/12\/2008. Smt. Usha Ravichandran Deputy Director<br \/>\n(IR), DDA appeared before the Commission. The Appellant, however, did not appear before the<br \/>\nCommission. Smt. Ravichandran requested for copies of relevant papers with a view to enable<br \/>\nher to send a comprehensive response to the Appellant and the matter was adjourned to<br \/>\n31\/12\/2008.\n<\/p>\n<p>4.      The matter was heard, again, on 31\/12\/2008. Smt. Ravichandran could not appear before<br \/>\nthe Commission, being on leave. She is being represented by Shri Yogiraj Sharma, Assistant<br \/>\nDirector. The Appellant is being represented by Shri R.L. Kaushal. During the hearing, Shri<br \/>\nYogiraj Sharma furnished a copy of his letter dated 29\/12\/2008, addressed to the Appellant<br \/>\nwhich was taken on record. It is, however, the submission of Shri Kaushal that he has not<br \/>\nreceived this letter so far. A copy of the letter is furnished to Shri Kaushal, who, on perusal of<br \/>\nthe same, expresses his dissatisfaction on the evasive replies given by DDA in regard to many of<br \/>\nthe points. It has been mentioned in the letter in regard to some of the points that the matter<br \/>\npertains to either the Planning Department or the Building Department of the DDA. The<br \/>\nsubmission of Shri Kaushal has force that point-wise reply has not been furnished in this letter. I<br \/>\nalso need to emphasise that it is for the CPIO to coordinate with the other Departments of DDA<br \/>\nto send a comprehensive reply to the Appellant.\n<\/p>\n<p><span class=\"hidden_text\"> 1264RakeshRastogiDDA3112 6                                     2<\/span><\/p>\n<p>                                                             DECISION<\/p>\n<p>5.      In view of the above discussion, it is ordered that Smt. Usha Ravichandran would permit<br \/>\ninspection of the relevant file\/records by the appellant or his representative and furnish copies of<br \/>\nthe documents requested for by him. It is also ordered that she would obtain necessary<br \/>\ninformation from the other Departments of DDA viz. Planning Department and Building<br \/>\nDepartment, etc. and transmit the same to the Appellant.\n<\/p>\n<p>6.        The order of the Commission should be complied with in next six weeks time.\n<\/p>\n<p>7.
