Justice K.K.DENESAN\n\n Dated :19\/10\/2006\n\n O R D E R\n                            K.K.DENESAN, J.\n                   -----------------------------\n                       WP(C)No. 27584 OF 2006\n                   -----------------------------\n                Dated this the 19th October, 2006.\n\n                                JUDGMENT\n<\/pre>\n<p>      The   petitioner   is   a   service   organisation   stated   to<\/p>\n<p>espouse   the   cause   of   Field   Workers   in   the   Health   Services<\/p>\n<p>Department.     The   members   of   the   first   petitioner   are<\/p>\n<p>aggrieved   by   the   non-consideration   of   their   claim   for<\/p>\n<p>promotion to the post of Filed Assistant and also to still<\/p>\n<p>higher posts.  Ext.P1 G.O dated 21.6.1977 has been produced<\/p>\n<p>as   the   rules   governing   appointment   to   the   post   of   Field<\/p>\n<p>Assistant.     Ext.P7   representation   has   been   filed   by   the<\/p>\n<p>petitioner  before   the   Government  requesting   to   promote   the<\/p>\n<p>members   of   the   organisation   to   the   post   of   Junior   Health<\/p>\n<p>Inspectors,   with   immediate   effect.     Reliance   is   placed   on<\/p>\n<p>Ext.P3 order issued by the Director of Health Services.<\/p>\n<p>      2.   Counsel for the petitioner submits that it is the<\/p>\n<p>duty of the first respondent to consider Ext.P7 and to take<\/p>\n<p>decision as early as possible.\n<\/p>\n<\/p>\n<p>      3.     I   have   heard   counsel   for   the   petitioner   and   the<\/p>\n<p>Govt.   Pleader   for   the   respondents.     It   is   for   the   first<\/p>\n<p>respondent   to   consider   the   request   made   by   the   petitioner<\/p>\n<p>and pass orders on Ext.P7.   This shall be done as early as<\/p>\n<p><span class=\"hidden_text\">WPC 27584\/2006                      2<\/span><\/p>\n<p>possible,   in   any   event,   within   three   months   on   the<\/p>\n<p>petitioner   producing   a   copy   of   the   judgment   along   with   a<\/p>\n<p>copy   of   the   writ   petition.     The   petitioner   shall   be<\/p>\n<p>afforded   an   opportunity   of   being   heard   before   orders   are<\/p>\n<p>passed on Ext.P7.
