Please specify whether the amount charged on the outstanding principal vehicle loan was justified in\n   view of the Instruction Circular No. 6782\/PA\/2001-02\/03 dated 19.04.2001 (\/Rate of interest\n   chargeable on the outstanding balance of loan amount of ex-employee after the date of dismissal)\n   wherein instruction was given as to no interest shall be charged on the balance outstanding till the\n   date of liquidation by the employee from the amount received as terminal dues in cases where the\n   entire outstanding is liquidated out of proceeds of terminal dues.\n2. Please specify if any new Circular has been issued by the Personnel Administration Department of the\n   Bank superseding the Instruction Circular No.6782\/PA\/2001-02\/03 Dated 19.14.2001 wherein rate of\n   interest chargeable on the outstanding balance on loan amount of ex-employee after the date fo the\n   termination were changed.\n3. Please specify the manner\/method of computation of interest including rate of interest imposed on the\n   vehicle loan owed by my client Shri Praveeen Shrivastava.\n4. Please give the name and rank of the officials who were responsible of the computation of the interest\n   in my client's case.\n5. Kindly specify if there is any complacency\/negligence\/deficiency on the part of the personnel\n   attached with the Nawada Branch who were responsible in working out the interest component of the\n   outstanding vehicle loan.\n6. Please provide the particulars of the first appellate authority in respect of non-receipt of requisite\n   information.\n\nThe PIO reply:\n\" Please be informed that in terms of the information furnished by the branch concerned, the amount to be\nreleased to Sh. Shrivastava (your client) was calculated and was kept in Sundry Creditors pending\ninstructions from Competent Authority and an amount of Rs. 47,041\/- was adjusted in the loan account\n and balance has been credited in the account of Sh. Praveen Shrivastava on 28.05.2011. Hence, no interest\nhas been charged at public rate in the account.\n       It may further be informed that there is no instruction circular dated 19.04.2001 as mentioned in\nyour queries. However no interest has been charged reportedly at public rate in the account in terms of\nHOIC No. 6782\/PA\/2001-02\/03 dated 19.04.2001.\n\nGrounds for the First Appeal:\nThe appellant was received an unsatisfactory reply from the PIO.\n\nOrder of the First Appellate Authority (FAA):\nNo order had been passed by First Appellate Authority.\n\nGround of the Second Appeal:\nThe applicant is not satisfied with the PIO reply and no any order had passed by the First Appellate\nAuthority.\n\nRelevant Facts<\/pre>\n<p> emerging during Hearing:\n<\/p>\n<p>The following were present:\n<\/p>\n<p>Appellant: Mr. Praveen Shrivastava representing Mr. Pankaj Kumar;<br \/>\nRespondent: Mr. Shiv Om Sharma, Deemed PIO &amp; Manager (Law);\n<\/p>\n<p>       The Bank has given certain information earlier.
