The Appellant filed an RTI application dt.8.7.08 with the PIO, RPO, New Delhi.\n<\/p>\n<p>      He stated that he had deposited the passport application form on 20.2.08 for<br \/>\n      a     passport   in   favour   of   his   daughter   vide    file   No.A.006778   Key<br \/>\n      No.6500677808. The RPO had sent a letter to the Appellant stating that &#8216;an<br \/>\n      incomplete police verification report was received in this office with remarks<br \/>\n      &#8216;Blank \/ Incomplete form&#8217; and requesting the Appellant to furnish 3 PP forms<br \/>\n      duly filled in to enable them to take further necessary action. In view of the<br \/>\n      above, the Appellant wanted copy of the following documents:\n<\/p>\n<p>      i)       Copy of report of local police bearing diary \/ dispatch No. with date<br \/>\n      issued from DCP \/ Special Branch Delhi Police\n<\/p>\n<p>      ii)      Copy of application form duly filled in and having signatures of his<br \/>\n      daughter.\n<\/p>\n<p>      The PIO replied on 4.8.08 denying both for security reasons. The Appellant<br \/>\n      filed an appeal dt.14.8.08 with the Appellate Authority.               The Appellate<br \/>\n      Authority replied on 10.9.08 stating that CPIO has not quoted the relevant<br \/>\n      section for denying the information and directing the CPIO to do the same<br \/>\n      within 15 days.       The CPIO replied on 18.9.08 stating that information is<br \/>\n      denied under Section 8(1)(a) of the RTI Act.          The Appellant filed a second<br \/>\n      appeal dt.Nil before the CIC.\n<\/p>\n<p>2.    The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the<br \/>\n      hearing on January 29, 2009.\n<\/p>\n<p>3.    Mr. V. Mahalingam, RPO and CPIO and Mr. Jimmy Simon, UDC represented<br \/>\n      the Public Authority.\n<\/p>\n<p>4.    The Appellant was not present during the hearing.<br \/>\n Decision<\/p>\n<p>4.    The CPIO is directed to provide the copy of the Application Form to the<br \/>\n      appellant on submission of proof that Meenakshi Dahia is his daughter and<br \/>\n      under Section 10(1) severing any part of it which is exempt from disclosure,<br \/>\n      within 15 days of the receipt of this Order.      With regard to point 1,<br \/>\n      information is exempt from disclosure.\n<\/p>\n<p>5.
