   The petitioners in both these Writ Petitions are workers<\/p>\n
who are attending to the loading and unloading work in<\/p>\n
the establishments run by the 4th respondent in both the<\/p>\n
cases. They applied for the grant of registration under<\/p>\n
Rule 26A of the Kerala Headload Workers Rules, 1981.<\/p>\n
However, their applications have been rejected on the<\/p>\n
ground that the Kerala Headload Workers (Regulation of<\/p>\n
Employment and Welfare) Scheme, 1983 had not been<\/p>\n
extended to the Payam Grama Panchayat within the area<\/p>\n
of which, the establishments are located. The petitioners<\/p>\n
have challenged the rejection of their applications before<\/p>\n
the second respondent by filing appeals against the same.<\/p>\n
According to the petitioners, the appeals are still pending<\/p>\n
consideration of the second respondent, without being<\/p>\n
finally disposed of.       The petitioners seek appropriate<\/p>\n
directions for the disposal of their appeals on an early<\/p>\n
date.\n<\/p>\n

          In the above circumstances, this Writ Petition is<\/p>\n
   disposed of directing the second respondent to consider<\/p>\n
   the appeals filed by the petitioners evidenced by Ext.P2<\/p>\n
   series in both these cases in accordance with law and to<\/p>\n
   pass appropriate orders thereon, as expeditiously as<\/p>\n
   possible and at any rate within a period of two months<\/p>\n
   from the date of receipt of a copy of this judgment, after<\/p>\n
   hearing the petitioners as well as other interested persons.<\/p>\n
