The\u00a0Applicant\u00a0filed\u00a0an\u00a0RTI\u00a0application\u00a0dt.18.3.10\u00a0with\u00a0the\u00a0CPIO,\u00a0AIR\u00a0seeking\u00a0information\u00a0regarding\u00a0<\/p>\n<p>       the\u00a0posts\u00a0reserved\u00a0for\u00a0ST\u00a0candidates\u00a0(roster\u00a0pointwise)\u00a0in\u00a0respect\u00a0of\u00a0Programme\u00a0Executive\u00a0cadre\u00a0<\/p>\n<p>       from \u00a0 S.No.1 \u00a0 to \u00a0 600 \u00a0 according \u00a0 to \u00a0 Draft \u00a0 Seniority \u00a0 lists \u00a0 as \u00a0 per \u00a0 the \u00a0 format \u00a0 given \u00a0 by \u00a0 him. \u00a0 \u00a0 Shri\u00a0<\/p>\n<p>       M.D.Sundriyal,\u00a0PIO\u00a0replied\u00a0on\u00a013.5.10\u00a0stating\u00a0that\u00a0information\u00a0sought\u00a0is\u00a0not\u00a0available\u00a0in\u00a0the\u00a0form\u00a0it\u00a0<\/p>\n<p>       has\u00a0 been\u00a0 sought\u00a0 and\u00a0 moreover,\u00a0collection\u00a0and\u00a0compilation\u00a0of\u00a0the\u00a0same\u00a0would\u00a0disproportionately\u00a0<\/p>\n<p>       divert\u00a0the\u00a0resources\u00a0of\u00a0the\u00a0Public\u00a0Authority\u00a0and\u00a0denied\u00a0the\u00a0information\u00a0u\/s\u00a07(9)\u00a0of\u00a0the\u00a0RTI\u00a0Act.\u00a0\u00a0Not\u00a0<\/p>\n<p>       satisfied\u00a0with\u00a0the\u00a0reply,\u00a0the\u00a0Applicant\u00a0filed\u00a0an\u00a0appeal\u00a0dt.15.6.10\u00a0with\u00a0the\u00a0Appellate\u00a0Authority\u00a0stating\u00a0<\/p>\n<p>       that \u00a0 the \u00a0 information \u00a0 sought \u00a0 is \u00a0 in \u00a0 public \u00a0 interest \u00a0 for \u00a0 ST \u00a0 employees \u00a0 of \u00a0 AIR, \u00a0 such \u00a0 dispensable\u00a0<\/p>\n<p>       information\u00a0ought\u00a0to\u00a0be\u00a0available\u00a0with\u00a0the\u00a0CPIO\u00a0since\u00a0GoI\u00a0have\u00a0issued\u00a0instructions\u00a0from\u00a0time\u00a0to\u00a0time\u00a0<\/p>\n<p>       for \u00a0 maintenance \u00a0 of \u00a0 Roster \u00a0 Register \u00a0 for \u00a0 reserved \u00a0 candidates\/vacancies \u00a0 to \u00a0 protect \u00a0 their \u00a0 right \u00a0 and\u00a0<\/p>\n<p>       service\u00a0safeguards\u00a0under\u00a0the\u00a0Constitution\u00a0of\u00a0India.\u00a0Ms.Mridula\u00a0Ghai,\u00a0Appellate\u00a0Authority\u00a0replied\u00a0on\u00a0<\/p>\n<p>       20.7.10\u00a0directing\u00a0the\u00a0CPIO\u00a0to\u00a0recheck\u00a0the\u00a0records\u00a0and\u00a0provide\u00a0the\u00a0updated\u00a0information.\u00a0 \u00a0She\u00a0also\u00a0<\/p>\n<p>       invited\u00a0the\u00a0Applicant\u00a0to\u00a0 \u00a0inspect\u00a0the\u00a0records.\u00a0Shri\u00a0A.K.Lal,\u00a0CPIO\u00a0replied\u00a0on\u00a026.7.10\u00a0stating\u00a0that\u00a0in\u00a0<\/p>\n<p>       compliance\u00a0with\u00a0the\u00a0\u00a0Appellate\u00a0authority&#8217;s\u00a0order,\u00a0the\u00a0records\u00a0have\u00a0been\u00a0rechecked\u00a0and\u00a0the\u00a0position\u00a0<\/p>\n<p>       as\u00a0stated\u00a0in\u00a0letter\u00a0dt.13.5.10\u00a0stands\u00a0.\u00a0\u00a0\u00a0The\u00a0Applicant\u00a0then\u00a0wrote\u00a0a\u00a0letter\u00a0dt.20.8.10\u00a0to\u00a0the\u00a0Appellate\u00a0<\/p>\n<p>       Authority\u00a0stating\u00a0that\u00a0due\u00a0to\u00a0financial\u00a0constraint\u00a0and\u00a0health\u00a0problems,\u00a0he\u00a0is\u00a0unable\u00a0to\u00a0\u00a0come\u00a0to\u00a0New\u00a0<\/p>\n<p>       Delhi\u00a0to\u00a0inspect\u00a0the\u00a0records.\u00a0\u00a0On\u00a0not\u00a0receiving\u00a0any\u00a0further\u00a0reply,\u00a0he\u00a0filed\u00a0a\u00a0second\u00a0appeal\u00a0dt.29.9.10\u00a0<\/p>\n<p>       before\u00a0CIC.\n<\/p>\n<p>Decision<\/p>\n<p>2.     During\u00a0the\u00a0hearing,\u00a0the\u00a0Respondents\u00a0reiterated\u00a0that\u00a0the\u00a0information\u00a0is\u00a0not\u00a0maintained\u00a0in\u00a0the\u00a0format\u00a0<\/p>\n<p>       sought\u00a0by\u00a0the\u00a0Appellant\u00a0and\u00a0that\u00a0it\u00a0is\u00a0next\u00a0to\u00a0impossible\u00a0to\u00a0compile\u00a0\u00a0the\u00a0information\u00a0\u00a0in\u00a0the\u00a0way\u00a0it\u00a0has\u00a0<\/p>\n<p>       been\u00a0sought\u00a0ie.\u00a0\u00a0yearwise.\u00a0The\u00a0Respondent\u00a0also\u00a0stated\u00a0that\u00a0the\u00a0Appellant\u00a0is\u00a0very\u00a0well\u00a0aware\u00a0of\u00a0the\u00a0<br \/>\n          difficulty \u00a0 in \u00a0 providing \u00a0 the\u00a0 information\u00a0 since\u00a0 he\u00a0 is\u00a0 an\u00a0 \u00a0 employee\u00a0 of\u00a0 \u00a0 AIR.\u00a0 He\u00a0 added\u00a0 that\u00a0 what\u00a0 is\u00a0<\/p>\n<p>         available\u00a0is\u00a0a\u00a0running\u00a0register\u00a0which\u00a0runs\u00a0into\u00a0approximately\u00a0250\u00a0pages\u00a0which\u00a0can\u00a0be\u00a0provided.\u00a0\u00a0The\u00a0<\/p>\n<p>         Appellant\u00a0who\u00a0was\u00a0heard\u00a0over\u00a0the\u00a0telephone\u00a0admitted\u00a0that\u00a0he\u00a0is\u00a0aware\u00a0that\u00a0information\u00a0is\u00a0not\u00a0<\/p>\n<p>         available\u00a0in\u00a0the\u00a0format\u00a0in\u00a0which\u00a0he\u00a0is\u00a0seeking\u00a0it\u00a0\u00a0\u00a0and\u00a0stated\u00a0that\u00a0he\u00a0would\u00a0be\u00a0satisfied\u00a0if\u00a0a\u00a0copy\u00a0of\u00a0the\u00a0<\/p>\n<p>         entire\u00a0roster\u00a0register\u00a0\u00a0is\u00a0provided\u00a0to\u00a0him\u00a0and\u00a0also\u00a0offered\u00a0to\u00a0pay\u00a0for\u00a0the\u00a0photocopying\u00a0charges\u00a0for\u00a0all\u00a0<\/p>\n<p>         the\u00a0pages.\u00a0\n<\/p>\n<\/p>\n<p>3.
