The order<\/p>\n<p>                  dated 21.09.2011 reads as under:-\n<\/p>\n<blockquote><p>                                            Nobody appears on behalf of the<br \/>\n                               petitioner. Same is case with the respondent.\n<\/p><\/blockquote>\n<blockquote><p>                                             On 13.09.2011, the following order<br \/>\n                               was passed:-\n<\/p><\/blockquote>\n<blockquote><p>                                            &#8220;No one appears on behalf of the<br \/>\n                               petitioner.\n<\/p><\/blockquote>\n<blockquote><p>                                            Learned counsel for the Respondent-<br \/>\n                               Union of India is present.\n<\/p><\/blockquote>\n<blockquote><p>                                            Learned counsel for the Respondent-<br \/>\n                               Union of India on going through the pleadings<br \/>\n                               made in the writ application submits that the same<br \/>\n                               before this Court is not maintainable since all the<br \/>\n                               orders impugned in the application have been<br \/>\n                               passed by the authorities outside the State of Bihar.\n<\/p><\/blockquote>\n<blockquote><p>                                            Instead of dismissing this application in<br \/>\n                               default the case is adjourned to be listed after one<br \/>\n                               week.&#8221;\n<\/p><\/blockquote>\n<blockquote><p>                                            The application is dismissed for non-<br \/>\n                               prosecution.&#8221;<\/p><\/blockquote>\n<p>                                On going through the aforesaid order and the pleadings<\/p>\n<p>                  made in the application, I am not satisfied that a case for restoration<br \/>\n<span class=\"hidden_text\">                            2<\/span><\/p>\n<p>      has been made out.\n<\/p>\n<p>                 It is, accordingly, dismissed.\n<\/p>\n<\/p>\n<pre>Sym                                       ( Kishore K.
