All the contentions of the petitioner were based upon<br \/>\nthe factual assertion that average number of students in the<br \/>\nrespective classes were higher than required for continuing the<br \/>\nclasses.  However, it is recorded as a finding of fact in the<br \/>\nimpugned order that no evidence was placed before the tribunal by the<br \/>\npetitioner about the average attendance.  Therefore, the conclusion<br \/>\nthat average attendance of the students had fallen below requisite<br \/>\nnumber could not be assailed and the petitioner could not claim<br \/>\ncontinuation of those classes as a matter of right in view of the<br \/>\npolicy of the Government.
