The RTI request was filed on 13.2.07. The     Appellant requested for<br \/>\n     information against 7 points related to the issue of CGHS cards for<br \/>\n     pensioners of Kendriya Vidyalaya Sangathan, settled outside Delhi. On<br \/>\n     not receiving any reply from the CPIO,     the Appellant filed his first<br \/>\n     appeal on 30.4.07. Aggrieved at not receiving any reply from the First<br \/>\n     Appellate Authority, the Appellant filed his second appeal before the<br \/>\n     CIC on 19.12.07.   The Commission vide its letter dt.28.2.08 sought<br \/>\n     the comments of    the Respondent on the second appeal filed by the<br \/>\n     Appellant but no comments were received.\n<\/p>\n<p>2.   The Bench of Mrs. Annapurna Dixit, Information Commissioner,<br \/>\n     scheduled the hearing for December 1, 2008.\n<\/p>\n<p>3.   The Respondents were not present during the hearing.\n<\/p>\n<p>4.   The Appellant Mr. Swaminathan was present in person during the<br \/>\n     hearing.\n<\/p>\n<p> Decision<\/p>\n<p>5.    With reference to the Order from Dr. Mrs. L. Nongpuiur, Addnl. Deputy<br \/>\n      Director General (HQ), dated 5 June, 2000 regarding extension of<br \/>\n      CGHS facilities to retired employees of Kendriya Vidyala Sangathan,<br \/>\n      the Commission directs the CPIO, Min. of Health &amp; Family Welfare to<br \/>\n      provide a certified copy of the proceedings of the consultations held by<br \/>\n      CGHS with the Ministry        in which it was decided that CGHS facilities<br \/>\n      will not be extended to the retired employees of Kendriya Vidyalaya<br \/>\n      Sangathan residing outside Delhi.\n<\/p>\n<p>6.    The Commission also directs the CPIO to provide information with<br \/>\n      regard to points 2,3,5,6 &amp; 7 of the RTI application to the Appellant<\/p>\n<p>7.    All information to be provided within 15 days of receipt of this Order.\n<\/p>\n<p>8.
