Trivedi, for the petitioner\/s.\n                                 ...\n\n\n      By this petition for writ a direction is sought by the petitioner for\n\nrespondents to give him appointment on the post of Prabodhak under\n\nRajasthan Panchayat Raj Prabodhak Service Rules, 2008. The factual\n\nmatrix necessary to be notices for adjudication by this petition for writ\n\nis that the petitioner appearing in BSTC Second Year Examination in the\n\nyear 2004, however, his mark-sheet was not given to him by the\n\nInstitute concerned, therefore, he failed to submit the same to the\n\nrespondents alongwith the application submitted by him to be\n\nconsidered for appointment as Prabodhak. The respondents by treating\n\nthe petitioner ineligible to be considered for appointment on the post of\n\nPrabodhak rejected his application. The argument of the petitioner is\n\nthat the petitioner has already appeared in BSTC Second Year\n\nExamination, and therefore,        his candidature should have been\n\nconsidered by the respondents while making appointment as Prabodhak.\n\n\n\n\n      I do not find any merit in the argument advanced.                The\n\nrequirement of the statute is that the aspirant to the post of Prabodhak\n                                               2\n\n          should possess the qualification of BSTC beside other academic\n\n          qualification. The petitioner is admittedly not having the qualification\n\n          aforesaid with him as no mark-sheet is given to him relating to the\n\n          examination concerned.
