Thcrcfom, it is  t\ufb01\u00e9&#8221;\n<\/p>\n<p>that if an applicant is en\ufb01fjad to  {mm A  in<br \/>\norder to take that water 11:     use the land of<br \/>\nanother person and that anptlfigaq  to grant him<br \/>\npermission, he    for necsessaxy<\/p>\n<p>pcrm1s&#8217; sion   &#8220;person. It has no<\/p>\n<p>app\ufb01ca\ufb01og    source from which<br \/>\npetitioner    ;&#8217; s &#8216;in the Government Iand.<br \/>\nAccording to }iim_ b3r  has dug the boreweli in the<br \/>\n   because he has dug borcwell in a<\/p>\n<p>.(}z&gt;vcAIi1r:1:c;1t. vA_land,A hc_gets no right to the water which law\ufb01\ufb02ly<br \/>\nbeiongs&#8217;-Ttg.*Go\u00a7e;nx;3;ea:&#8217;g 1.5., public. The Tahsildar in the \ufb01rst<\/p>\n<p>from the such amlrce which lies in the Grovt:1\u00b011Inc11t.&#8211;A&#8221;:i:<br \/>\neven by the Deputy (lommissiozata\u00e9g  it-zmand.<br \/>\nluckily, the autholities hav::;.. \u00e9pp\ufb01u%d __a:nd have found<br \/>\nout that no such   it would be<br \/>\nagainst the ;i11t:::ve_V_-&#8216;,&#8217;V:=341: };vv\ufb01&#8217;.&#8221;&#8216;V:,11.v1;&#8221;{3&#8217;}i&lt;;9.;_ k they have<br \/>\nrejected the  ,\n<\/p>\n<p>6.   f\ufb01r the petitioner contends<br \/>\nthat a vaiuabl\u00e9 }1-:i gl1*t \ufb01gs  in View of Anna-x11ms-A<br \/>\n B.  o\ufb01cials can confer any right to any<br \/>\nimgiviguax j\ufb01mt time. The authorities can up hair! a<br \/>\n  or any person has under statute. If<br \/>\n  statiibz-:.  got give a right. the authoxi\ufb01es cannot confer<br \/>\n .1\u00a5\u00a7\u00e9.rcly because Anna:-mres-A and B are passed by<br \/>\nV  and Deputy Commissioner giving some bene\ufb01t to<br \/>\nh  pc\ufb01\ufb01oncr, this Court cannot up hold the said right which is<\/p>\n<p> &#8216;wiihout any legal basis and which is catmtrazy to law.
