It is stated that the first petitioner has expired<\/p>\n<p>during the pendency of the writ petition and Ext.R1(1) is the<\/p>\n<p>death certificate. The legal representatives of the first petitioner<\/p>\n<p>have not come on record.\n<\/p>\n<p>     2.
