It \u00a0 is \u00a0 seen \u00a0 that \u00a0 appellant&#8217;s \u00a0 RTI\u00adapplication \u00a0 dated \u00a0 16.09.2009\u00a0<br \/>\ncontaining\u00a0six\u00a0items\u00a0of\u00a0queries\u00a0was\u00a0replied\u00a0to\u00a0by\u00a0the\u00a0CPIO\u00a0on\u00a022.10.2009\u00a0<br \/>\ninforming\u00a0him\u00a0that\u00a0except\u00a0for\u00a0one\u00a0item,\u00a0viz.\u00a0item\u00a0at\u00a0Sl.No.4,\u00a0all\u00a0the\u00a0rest\u00a0<br \/>\nwere\u00a0not\u00a0connected\u00a0with\u00a0the\u00a0department\u00a0represented\u00a0by\u00a0the\u00a0CPIO.\n<\/p>\n<p>3.     However,\u00a0Appellate\u00a0Authority,\u00a0through\u00a0his\u00a0order\u00a0dated\u00a013.12.2009,\u00a0<br \/>\noverruled \u00a0the\u00a0CPIO \u00a0and \u00a0directed \u00a0that \u00a0information \u00a0relating \u00a0to\u00a0queries \u00a0in\u00a0<br \/>\nappellant&#8217;s \u00a0 RTI\u00adapplication \u00a0 at \u00a0Sl.Nos.2, \u00a03, \u00a04 \u00a0and \u00a0 6\u00a0be \u00a0provided \u00a0to \u00a0him\u00a0<br \/>\nafter\u00a0obtaining\u00a0it\u00a0from\u00a0the\u00a0holders\u00a0of\u00a0these\u00a0items\u00a0of\u00a0information.\n<\/p>\n<p>4.    In\u00a0his\u00a0submission\u00a0before\u00a0the\u00a0Commission,\u00a0CPIO,\u00a0Shri\u00a0B.C.\u00a0Mondal\u00a0<br \/>\nstated \u00a0 that \u00a0 when \u00a0 he \u00a0 received \u00a0 appellant&#8217;s \u00a0 RTI\u00adapplication \u00a0 dated\u00a0<br \/>\n16.09.2009,\u00a0as\u00a0the\u00a0holder\u00a0of\u00a0one\u00a0part\u00a0of\u00a0the\u00a0information\u00a0was\u00a0the\u00a0General\u00a0<br \/>\nManager, \u00a0Khadia\u00a0on\u00a022.09.2009, \u00a0he\u00a0transferred \u00a0the\u00a0application \u00a0to\u00a0him.\u00a0<br \/>\nHe \u00a0 also \u00a0 transferred \u00a0 the \u00a0 application \u00a0 to \u00a0 Personal \u00a0 Manager\u00a0<br \/>\n(IR\/Establishment),\u00a0NCL\u00a0HQ,\u00a0Singrauli\u00a0on\u00a012.09.2009.\n<\/p>\n<p>CIC_AT_A_2010_000191.doc\u00a0<br \/>\n                                                                          Page\u00a01\u00a0of\u00a03\n<\/p>\n<p> 5.     He\u00a0was\u00a0informed\u00a0by\u00a0the\u00a0Staff\u00a0Officer\u00a0(Pers.),\u00a0Khadia\u00a0on\u00a020.10.2009\u00a0<br \/>\nthat\u00a0the\u00a0information\u00a0sought\u00a0by\u00a0the\u00a0appellant\u00a0was\u00a0voluminous,\u00a0hence\u00a0he\u00a0be\u00a0<br \/>\nadvised\u00a0to\u00a0inspect\u00a0the\u00a0documents\u00a0and\u00a0records\u00a0on\u00a028.10.2009\u00a0at\u00a010\u00a0AM.\u00a0<br \/>\nThe\u00a0information\u00a0received\u00a0from\u00a0Deputy\u00a0Personal\u00a0Manager\u00a0(IR),\u00a0NCL\u00a0HQ,\u00a0<br \/>\nSingrauli\u00a0was\u00a0provided\u00a0to\u00a0the\u00a0appellant\u00a0on\u00a006.11.2009.\n<\/p>\n<p>6.    When \u00a0 CPIO \u00a0 received \u00a0 the \u00a0 order \u00a0 of \u00a0 the \u00a0 Appellate \u00a0 Authority \u00a0 dated\u00a0<br \/>\n13.12.2009, \u00a0 he \u00a0 promptly \u00a0 reminded, \u00a0 on \u00a0 24.12.2009, \u00a0 General \u00a0 Manager,\u00a0<br \/>\nKhadia\u00a0to\u00a0transmit\u00a0the\u00a0requested\u00a0information \u00a0to\u00a0the\u00a0appellant.\u00a0 \u00a0He\u00a0was\u00a0<br \/>\ninformed\u00a0by\u00a0the\u00a0Staff\u00a0Officer\u00a0(Pers),\u00a0Khadia\u00a0Project,\u00a0through\u00a0a\u00a0letter\u00a0dated\u00a0<br \/>\n08.01.2010 \u00a0 that \u00a0 the \u00a0 applicant \u00a0 had \u00a0 inspected \u00a0 the \u00a0 documents \u00a0 at \u00a0 Khadia\u00a0<br \/>\nProject\u00a0on\u00a028.10.2009\u00a0and\u00a0a\u00a0copy\u00a0of\u00a0the\u00a0document,\u00a0as\u00a0requested\u00a0by\u00a0him,\u00a0<br \/>\nhas\u00a0since\u00a0been\u00a0provided\u00a0to\u00a0him.\n<\/p>\n<p>7.     During\u00a0the\u00a0hearing,\u00a0it\u00a0was\u00a0submitted\u00a0by\u00a0the\u00a0CPIO\u00a0that\u00a0appellant&#8217;s\u00a0<br \/>\nrequest\u00a0for\u00a0information\u00a0from\u00a0Khadia\u00a0Project\u00a0was\u00a0open\u00adended\u00a0and\u00a0would\u00a0<br \/>\ncause\u00a0the\u00a0Project&#8217;s\u00a0officers\u00a0to\u00a0spend\u00a0considerable\u00a0time\u00a0and\u00a0expense\u00a0in\u00a0<br \/>\nlocating\u00a0these.\u00a0\u00a0It\u00a0was,\u00a0therefore,\u00a0suggested\u00a0that\u00a0appellant\u00a0might\u00a0give\u00a0to\u00a0<br \/>\nthe\u00a0CPIO\u00a0a\u00a0list\u00a0of\u00a0the\u00a0documents\u00a0which\u00a0he\u00a0wanted\u00a0to\u00a0receive\u00a0and\u00a0these\u00a0<br \/>\ncould\u00a0be\u00a0supplied \u00a0to\u00a0him.\u00a0 \u00a0It\u00a0was \u00a0reiterated \u00a0that \u00a0appellant \u00a0had\u00a0already\u00a0<br \/>\ninspected\u00a0these\u00a0documents.\n<\/p>\n<p>8.      The \u00a0respondents&#8217; \u00a0is\u00a0a\u00a0fair \u00a0suggestion. \u00a0 \u00a0Appellant \u00a0is\u00a0directed \u00a0that\u00a0<br \/>\nwithin\u00a0one\u00a0week\u00a0of\u00a0the\u00a0receipt\u00a0of\u00a0this\u00a0order,\u00a0he\u00a0shall\u00a0give\u00a0to\u00a0the\u00a0CPIO\u00a0a\u00a0<br \/>\nlist\u00a0of\u00a0the\u00a0documents\u00a0he\u00a0wishes\u00a0to\u00a0receive\u00a0in\u00a0respect\u00a0of\u00a0the\u00a0records\u00a0he\u00a0<br \/>\nhas\u00a0already\u00a0inspected\u00a0relating\u00a0to\u00a0his\u00a0several\u00a0queries,\u00a0especially\u00a0query\u00a0at\u00a0<br \/>\nSl.No.1.\u00a0 \u00a0CPIO\u00a0will\u00a0arrange\u00a0to\u00a0transmit\u00a0the\u00a0requested\u00a0information\u00a0to\u00a0him\u00a0<br \/>\nafter\u00a0collecting\u00a0the\u00a0requisite\u00a0fees\u00a0from\u00a0the\u00a0appellant,\u00a0within\u00a0two\u00a0weeks\u00a0of\u00a0<br \/>\nthe\u00a0requisition\u00a0for\u00a0copies\u00a0of\u00a0the\u00a0inspected\u00a0records\u00a0by\u00a0the\u00a0appellant.\n<\/p>\n<p>9.    It\u00a0is \u00a0seen \u00a0that \u00a0most \u00a0of\u00a0the \u00a0information \u00a0has \u00a0been \u00a0provided \u00a0to\u00a0the\u00a0<br \/>\nappellant\u00a0by\u00a0the\u00a0respondents \u00a0with\u00a0the\u00a0exception\u00a0of\u00a0certain\u00a0explanations\u00a0<\/p>\n<p>CIC_AT_A_2010_000191.doc\u00a0<br \/>\n                                                                        Page\u00a02\u00a0of\u00a03<br \/>\n which\u00a0he\u00a0wanted\u00a0to\u00a0have\u00a0corresponding\u00a0to\u00a0his\u00a0queries\u00a0at\u00a0Sl.No.3.\u00a0 \u00a0The\u00a0<br \/>\nRules, \u00a0 which \u00a0 he \u00a0 wanted \u00a0 to \u00a0 receive, \u00a0 have \u00a0 been \u00a0 provided \u00a0 to \u00a0 him.\u00a0<br \/>\nRespondents \u00a0 declined \u00a0 to \u00a0 communicate \u00a0 with \u00a0 the \u00a0 appellant \u00a0 regarding\u00a0<br \/>\nanything\u00a0beyond\u00a0what\u00a0was\u00a0contained\u00a0in\u00a0the\u00a0Rules.\n<\/p>\n<p>10. A\u00a0part\u00a0of\u00a0the\u00a0information\u00a0relating\u00a0to\u00a0query\u00a0at\u00a0Sl.No.6\u00a0was\u00a0provided\u00a0<br \/>\nto \u00a0 the \u00a0 appellant \u00a0 on \u00a0 30.04.2010 \u00a0 after \u00a0 obtaining \u00a0 the \u00a0 information \u00a0 from\u00a0<br \/>\nDeputy \u00a0 Chief \u00a0 Personal \u00a0 Manager \u00a0 (Manpower \u00a0 and \u00a0 Recruitment), \u00a0 NCL\u00a0<br \/>\nheadquarters.\u00a0\n<\/p>\n<p>11. No \u00a0 further \u00a0information \u00a0 need \u00a0be \u00a0 disclosed \u00a0 relating \u00a0 to \u00a0 these \u00a0items\u00a0<br \/>\n(Paragraphs\u00a09\u00a0and\u00a010\u00a0above).\u00a0\n<\/p>\n<p>12.    Matter\u00a0is\u00a0decided\u00a0as\u00a0above.\n<\/p>\n<p>13.
