 Title <\/a>: Need to release balance  sanctioned amount to tide over flood situation in Orissa and  declare the recent floods in Orissa as National Calamity.   <\/p>\n
SHRIMATI ARCHANA NAYAK <\/a>(KENDRAPARA<\/a>): I would like to draw the attention of the hon. Minister of Home Affairs about a serious issue of my State. The State of Orissa and especially my constituency, Kendrapara was ravaged by the recent floods in September 2008. It devastated the entire cultivation and brought untold miseries to the common people . . The magnitude and the fury of the flood in September 2008 have surpassed the severity of 1982 and 2001 floods. All the standing crops and the thatched houses in the State have been destroyed. The Minister of Home Affairs has said that the present flood is unprecedented. About 40.95 lakh of population got affected in the flood. Standing cultivation of 4.70 hectares of land was destroyed.\n<\/p>\n
Against an approximate loss of Rs.2454.35 crore, the Central Government had been requested to grant at least Rs.1500 crore. However, the Central Government promised to give Rs.500 crore. It is regretted that till now, the Central Government has released only Rs.200 crore.\u00a0 [p26]\u00a0   <\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Keeping in view the massive damage occurred to the infrastructure, standing crops and human lives, the Central Government should immediately release the balance amount to the State Government and 2 lakh IAY houses to tide over the crisis.\u00a0 I urge upon the Central Government to declare this calamity as national disaster.\n<\/p>\n

SHRI BRAJA KISHORE TRIPATHY <\/a>(PURI<\/a>): Sir, this is the most unprecedented flood that has occurred in two phases in the months of June and September.\u00a0 Even the Ministry of Home Affairs and the Government of India have accepted on 20th September 2008 that this present flood is unprecedented  one.\u00a0 The State of Orissa was ravaged by an unprecedented flood in the months of June and September 2008.\u00a0 Massive damage has occurred to the infrastructure, standing crop and human lives.\u00a0In the month of September alone due to this flood, we lost about 72 human lives and about 40 human lives in June.\n<\/p>\n
\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The preliminary memorandum submitted by the State Government indicates the approximate loss to the extent of Rs.2454.35 crore and the Government of India has been requested to grant at least Rs.1,500 crore from the National Calamity Contingency Fund and, 2 lakh houses under the Indira Awas Yojana for the victims.\u00a0 The State Government has also requested the Centre to declare it as the national disaster but unfortunately it has not been done so although they are accepting that\u2026 (Interruptions)\n<\/p>\n

SHRI BRAJA KISHORE TRIPATHY  <\/a>(PURI<\/a>): The total money of Rs.500 crore has not yet been released by the Government of India.\u00a0 So, I would request the Government of India to stand with the flood-affected people of the State of Orissa and should release the fund.\u2026 (Interruptions)\n<\/p>\n

MAHTAB :  <\/a>(CUTTACK<\/a>): The State Government has asked for two lakh houses and there is no response from the Ministry of Rural Development.\u00a0 For 2008-09, 1.11 lakh houses under Indira Awas Yojana have been sanctioned.\u00a0 But this covers the whole State.\u00a0 I would urge upon this Government to allot special houses under Indira Awas Yojana for these flood ravaged districts so that new houses can be constructed for Scheduled Castes, Scheduled Tribes and poor people.\u00a0 This is my demand.\n<\/p>\n
