SHRIMATI SONIA GANDHI <\/a>(AMETHI<\/a>): Mr. Speaker, Sir, the poorest people in several of our States have been facing the prospect of starvation and many have died even during the course of this Session. It is shocking that such tragic events are occurring while our granaries are absolutely overflowing with food stock; it is not only that but a lot of food grains are actually rotting.\n<\/p>\n
\tIt is heart-breaking that deaths due to starvation are taking place in today\u2019s age. It is even more painful that this should be happening when we have about sixty million tonnes of buffer stock in our godowns. All this, we believe, is entirely due to bad planning and bad management of our stocks and bad distribution system.\n<\/p>\n
\tInstead of mobilising on a war footing, the Government has been extremely slow; and, perhaps, even been a mute spectator. In view of this unprecedented situation, which is getting worse by the day, as we see in the news and as we see in the newspapers every day, we demand that the Government should formulate and announce immediate short-term and long-term steps to alleviate the sufferings of our poor people in many different States of our country. Food for work programmes ought to have been launched on a massive scale long, long ago. Even today, it is not too late. Suggestions have been given by experts as well as by Chief Ministers. I know, for instance, that Chief Ministers of our Congress-governed States have come up with a suggestion that the Government should set up food grain banks.\n<\/p>\n
\tBut, apparently, this suggestion too has fallen on deaf ears. For months as the crisis worsens, nothing significant seems to be done. We feel that the Government must formulate a clear-cut policy for enhancing the storage capacity before more foodgrain goes waste. Therefore, I seek, on behalf of my Party, the Government\u2019s urgent and immediate attention on this burning issue. Thank you.\n<\/p>\n

We are not treating it as a partisan matter. It is a question of life and death of people of our country. Unfortunately, Sir, what the situation is, it is a reflection on everybody, the entire political system that the judiciary has issued directions in this matter.\n<\/p>\n
\tSir, we have been raising this issue from time to time. The other day when we were discussing the issue of disinvestment, we had said that they are giving primacy to disinvestment, but they should also look at the situation in the country. That is why, we have said that this is a very inappropriate manner to take certain decisions which they have taken because the people are dying when the godowns are full. This is an anachronism in a system that we have developed that the people are not getting the food when the food is available.\n<\/p>\n
\tSir, imports are coming in. Yesterday, we got a report that now rice is being imported at cheap rate from Thailand, Indonesia and Burma. Now, even our peasants, our farmers are facing difficulty in selling their product. What sort of policy is this Government following in the name of WTO, in the name of globalisation? Cheap rice is coming and our rice is not sold. Rice is inside the godowns, but it is not being made available to the public.\n<\/p>\n
So far as Food for Work Programme is concerned, it has been extremely useful, it has saved many people in the past and it will help in the national reconstruction and development of infrastructure. In the year 2001, we have to now even cry inside the House that give food to our people in the country.\n<\/p>\n
It is a shameful situation. I am not trying to score a political point, although a lot of points can be scored. I do not want to raise those issues now. The Government must take it extremely seriously. Please do not treat it as a pure Party matter that we are trying to raise.\n<\/p>\n
\tI am glad that the hon. Leader of the Opposition has given primacy to it. Therefore, I am requesting immediate intervention and change of policy.\n<\/p>\n
\tI will take half a minute and then I conclude. Disturbances are created not by coming into the Well of the House only. Please see that the business is conducted in a proper manner. However, at the same time, I am sorry to say that the previous Governments never looked into the problems of these areas where 80 per cent of the people live below the poverty line. The previous Governments, which ruled Orissa, I would like to categorically name the Congress Government, did nothing. When a writ petition was filed in the Supreme Court, it gave a direction. On the issue of minimum support price, we pressurised the Government of India, and the FCI procured a lot of rice this year. There are no exports this year. Last year, by this time, 35 lakh tonnes of rice was exported, but this year, we have not exported even a thousand metric tonnes of rice. In this scenario, a high-level meeting should be called to discuss the issues. The Prime Minister should call all the political party leaders to discuss about the disposing of stocks. We are facing drought and floods on the one side, and starvation deaths due to lack of food on the other side. In this connection, the Supreme Court has also given a direction. In this scenario, a high-level meeting should be called to discuss all these issues.\n<\/p>\n
\tSir, it is better to convene a meeting. We will get the information about the ground realities as they are prevailing and feed it to the Government. The Government of India should take a policy decision in the matter. That is my suggestion.\n<\/p>\n
