Petitioner is the owner of Flat No.103 in Surya<\/p>\n<p>                   Surojeet Villa, Exhibition road, Patna, whereas respondent no.3 is<\/p>\n<p>                   the Secretary-cum-Chairman of the said Apartment Society. It<\/p>\n<p>                   transpires that an application filed by respondent no.3 is pending<\/p>\n<p>                   before the Inspector general (Registration), Govt. of Bihar, Patna<\/p>\n<p>                   (respondent no.2) for registration of bye-laws of the Apartment.<\/p>\n<p>                   The grievance of the petitioner is that without hearing her on her<\/p>\n<p>                   objection the said matter should not be decided by the said<\/p>\n<p>                   authority.\n<\/p>\n<p>                                3. Learned counsel for respondent no.3 submits that he<\/p>\n<p>                   has got no objection if opportunity of hearing is granted to the<br \/>\n<span class=\"hidden_text\">                              -2-<\/span><\/p>\n<p>        petitioner by the aforesaid authority.<\/p>\n<p>                    4. In the aforesaid facts and circumstances, this writ<\/p>\n<p>        petition is disposed of with a direction to Inspector General<\/p>\n<p>        (Registration) Govt. of Bihar, Patna (respondent no.2) to hear both<\/p>\n<p>        the parties in the 1st week of December, 2010 and decide the matter<\/p>\n<p>        expeditiously, preferably within a period of one month from the<\/p>\n<p>        date of hearing. During the pendency of the aforesaid matter before<\/p>\n<p>        respondent no.2, no steps for registration of the said society shall<\/p>\n<p>        be taken.\n<\/p>\n<\/p>\n<p>                                            (S.
