Whether the judgment should be reported in the Digest?\n\nPresent:    Mr.Malkeet Singh, Advocate,\n            for the petitioner.\n                         *****\n\nRANJIT SINGH, J.\n<\/pre>\n<p>            The petitioner has filed this writ petition seeking<br \/>\npromotion to the post of Sub-Divisional Engineer (Civil) from the post<br \/>\nof Head Draftsman. The petitioner is an employee, who has retired in<br \/>\nthe year 2006. His grievance is that his name was under<br \/>\nconsideration, when he became due for superannuation on<br \/>\n31.10.2006. Though his name was recommended for promotion but<br \/>\nthe order could not be passed and he retired on attaining the age of<br \/>\nsuperannuation.\n<\/p>\n<p>            The promotion, which was considered and was due to the<br \/>\npetitioner in the year 2006, is being sought after expiry of five years.<br \/>\nThe petitioner has delayed in making the present approach. The<br \/>\nexplanation that he had filed a representation against the order,<br \/>\nwhich has recently been decided, in my view, would not be sufficient<br \/>\nfor espousing his case at this belated stage. I am not inclined to<br \/>\ninterfere in exercise of writ jurisdiction only on account of delay in<br \/>\nmaking the approach.
