The RTI application was filed on 15.7.08. The Appellant requested for:\n<\/p>\n<blockquote><p>     (i)     Inspection of records\/files in the BSNL office, Farukhabad<br \/>\n             belonging to the General Manager, Shri Dayashankar Yadav and<br \/>\n             Asstt. General Manager, Shri Jawaharlal Shukla.\n<\/p><\/blockquote>\n<blockquote><p>     (ii)    Certified copies of the selected documents.\n<\/p><\/blockquote>\n<blockquote><p>     (iii)   Certified copies of letters addressed to the General Manager and<br \/>\n             Asstt.   General   Manager   along   with   names,   designations,<br \/>\n             addresses of the people who have sent the letters.\n<\/p><\/blockquote>\n<blockquote><p>     (iv)    Full details of all the sources of income of General Manager and<br \/>\n             Asstt. General Manager for the year 2007-08.\n<\/p><\/blockquote>\n<blockquote><p>     (v)     All details of moveable and immoveable properties of both the<br \/>\n             General Manager and Asstt. General Manager.\n<\/p><\/blockquote>\n<blockquote><p>     (vi)    Expenditure incurred each month by the two officers on their<br \/>\n             families for the year 2007-08.\n<\/p><\/blockquote>\n<blockquote><p>     The CPIO replied on 29.7.08 stating that the information requested<br \/>\n     against the six points cannot be disclosed as per Section 8(1)(j) of the<br \/>\n     RTI Act.\n<\/p><\/blockquote>\n<p> 1.    The Bench of Mrs. Annapurna Dixit, Information Commissioner,<br \/>\n      scheduled the hearing for November 12, 2008.\n<\/p>\n<p>2.    The Appellant was absent at the hearing.\n<\/p>\n<p>3.    Mr. Vijay Singh represented the Public Authority.\n<\/p>\n<p>Decision<\/p>\n<p>4.    The Commission directs the CPIO to allow inspection of files by the<br \/>\n      Appellant on a mutually convenient date and to provide him with<br \/>\n      certified copies of the required documents as requested in points (i)<br \/>\n      and (iii).\n<\/p>\n<p>5.    With regard to point (iv),(v) and (vi), the commission noted that the<br \/>\n      Appellant has not cited any public interest in the requesting for<br \/>\n      disclosure of personnel information about the two individuals and holds<br \/>\n      that in the absence of any public purpose or interest, the information<br \/>\n      may be considered as &#8216;personal&#8217; and amounting to information<br \/>\n      belonging to a &#8216;third party&#8217;. Accordingly, the Commission upholds the<br \/>\n      decision of the CPIO with regard to the three points (iv) (v) and (vi).\n<\/p>\n<p>6.
