Respondent\n\n\tWrit petition filed under Article 226 of the Constitution of India praying\nto issue a writ of mandamus directing the respondent to give protection to\nconduct Manjuvirattu along with Sri Muni Andaver Temple festival on 11.4.2007 at\nRappusal Vilage, Illupur Taluk, Pudukottai District.\n\n\n!For Petitioner\t\t:  Mr.M.Suresh Kumar\nFor Respondent\t\t:  Mrs.P.Jessi Jeeva Priya\n\t\t\t   Special Government Pleader\n\n:ORDER\n<\/pre>\n<p>Order of the Court was made by M.CHOCKALINGAM, J.\n<\/p>\n<p>\tInvoking the writ jurisdiction of this Court, this writ petition has been<br \/>\nbrought forth seeking a writ of mandamus to direct the respondent to give<br \/>\nprotection to conduct Manjuvirattu along with Sri Muni Andaver Temple festival<br \/>\non 11.4.2007.\n<\/p>\n<p>\t2.According to the petitioner, who is the Ex-Village President, every<br \/>\nyear, the village people conduct Manjuvirattu in connection with the village<br \/>\ntemple festivals, which is scheduled in the month of April, and when they<br \/>\napproached the respondent on 2.4.2007 to give permission and protection for the<br \/>\nconduct of Manjuvirattu, the respondent refused to grant permission, and the<br \/>\nevent of Manjuvirattu is part of the festival, and this year, the same is<br \/>\nscheduled on 11.4.2007.  It is brought to the notice of the Court that the<br \/>\nDivision Bench of this Court has decided the issue of Manjuvirattu and granted<br \/>\npermission with some conditions to the District Administration.\n<\/p>\n<p>\t3.The Court heard the learned Counsel for the petitioner and also the<br \/>\nlearned Special Government Pleader.\n<\/p>\n<p>\t4.The Division Bench of this Court has considered similar situation and<br \/>\nhas given guidelines while granting permission to conduct the sport-event namely<br \/>\nManjuvirattu, in W.A.Nos.119 and 237 of 2006 and a batch of writ petitions.<br \/>\nFollowing the same, this Court is of the view that permission has got to be<br \/>\ngranted to conduct the sport-event namely Manjuvirattu during March and April<br \/>\nalso. Accordingly, permission is granted, and the earlier guidelines should be<br \/>\nstrictly followed.  Hence, this writ petition is allowed.
