Siri Jagan, J.\n               =-=-=-=-=-=-=-=--=-=-=-=-=-=-=-=-=-=\n                     W.P(C) No. 37166 of 2010\n               =-=-=-=-=-=-=-=-=--=-=-=-=-=-=-=-=-=\n            Dated this, the 22nd day of December, 2010.\n\n                           J U D G M E N T\n<\/pre>\n<p>      Petitioners are      mechanics working in the Agriculture<\/p>\n<p>Department of the Government of Kerala. They are diploma holders<\/p>\n<p>in mechanical engineering and are eligible for promotion as<\/p>\n<p>agricultural engineers in accordance with Exts.P1 and P2 Special<\/p>\n<p>Rules. In this writ petition, they apprehend that the 1st respondent is<\/p>\n<p>likely to treat two year diploma earlier used to be granted by the<\/p>\n<p>Kerala Agricultural University as equivalent to three year diploma in<\/p>\n<p>agriculture engineering, which cannot be done under law, insofar as<\/p>\n<p>the contents of the two courses are not equal.            In the above<\/p>\n<p>circumstances,   the 2nd petitioner has filed Ext. P4 before the 1st<\/p>\n<p>respondent.     The petitioners now seek a direction to the 1st<\/p>\n<p>respondent to consider and pass orders on Ext. P4 expeditiously.<\/p>\n<p>      Having heard the learned Government Pleader also, I dispose of<\/p>\n<p>this writ petition with a direction to the 1st respondent to consider<\/p>\n<p>and pass orders on Ext. P4 after affording an opportunity of being<\/p>\n<p>heard to all concerned, as expeditiously as possible, at any rate,<\/p>\n<p>within three    months from the date of receipt of a copy of this<\/p>\n<p>judgment.\n<\/p>\n<p>                                         Sd\/- S.
