               He\u00a0is\u00a0permitted\u00a0to\u00a0do\u00a0so.\u00a0\n<\/p>\n<p>                    Since\u00a0all\u00a0these\u00a0four\u00a0writ\u00a0petitions\u00a0involve\u00a0a\u00a0common\u00a0question\u00a0for\u00a0decision\u00a0by\u00a0<br \/>\n           this\u00a0Court,\u00a0they\u00a0are\u00a0being\u00a0decided\u00a0by\u00a0a\u00a0common\u00a0judgment.\u00a0\n<\/p>\n<p>                    Prayer \u00a0 in \u00a0 these \u00a0 writ \u00a0 petitions \u00a0 is \u00a0 for \u00a0 quashing \u00a0 the \u00a0 order \u00a0 dated \u00a0 10.08.2010\u00a0<br \/>\n           passed \u00a0 by \u00a0 Principal \u00a0 Secretary, \u00a0 Department \u00a0 of \u00a0 Home, \u00a0 Government \u00a0 of \u00a0 Jharkhand,\u00a0<br \/>\n           Ranchi,\u00a0terminating\u00a0the\u00a0petitioners\u00a0while\u00a0they\u00a0were\u00a0still\u00a0on\u00a0probation\u00a0and\u00a0continuing\u00a0<br \/>\n           with\u00a0their\u00a0training\u00a0after\u00a0their\u00a0selection\u00a0for\u00a0the\u00a0services\u00a0of\u00a0the\u00a0Deputy\u00a0Collector\u00a0and\u00a0<br \/>\n           Dy.S.P.\u00a0conducted\u00a0by\u00a0the\u00a0J.P.S.C.\n<\/p>\n<p>                    The\u00a0petitioner\u00a0in\u00a0W.P.(S)\u00a0No.\u00a04332\u00a0of\u00a02010\u00a0had\u00a0though\u00a0completed\u00a0the\u00a0period\u00a0<br \/>\n           of\u00a0probation,\u00a0but\u00a0his\u00a0services\u00a0were\u00a0also\u00a0terminated\u00a0along\u00a0with\u00a0the\u00a0other\u00a0employees\u00a0<br \/>\n           by\u00a0an\u00a0identical\u00a0order.\u00a0The\u00a0order\u00a0of\u00a0termination\u00a0simpliciter\u00a0mentioned\u00a0that\u00a0the\u00a0State\u00a0<br \/>\n           of\u00a0Jharkhand\u00a0does\u00a0not\u00a0require\u00a0their\u00a0services\u00a0any\u00a0further.\u00a0\n<\/p>\n<p>                    Grievance\u00a0of\u00a0all\u00a0the\u00a0petitioners\u00a0is\u00a0that\u00a0they\u00a0appeared\u00a0in\u00a0the\u00a0competitive\u00a0exam\u00a0<br \/>\n           conducted\u00a0by\u00a0the\u00a0J.P.S.C.\u00a0The\u00a0petitioners\u00a0qualified\u00a0in\u00a0the\u00a0Preliminary\u00a0Test\u00a0 \u00a0(P.T.)\u00a0<br \/>\n           and\u00a0also\u00a0in\u00a0the\u00a0final\u00a0written\u00a0examination,\u00a0and\u00a0thereafter\u00a0they\u00a0appeared\u00a0for\u00a0Interview\u00a0<br \/>\n           and \u00a0 finally \u00a0 they \u00a0 were \u00a0 selected. \u00a0 Final \u00a0 result \u00a0 was \u00a0 published \u00a0 after \u00a0 their \u00a0 Medical\u00a0<br \/>\n           Examination.\u00a0The\u00a0petitioners\u00a0were\u00a0sent\u00a0for\u00a0training\u00a0for\u00a0a\u00a0period\u00a0of\u00a0two\u00a0years.\u00a0This\u00a0<br \/>\n           probation\u00a0 period \u00a0 was\u00a0 completed \u00a0 by \u00a0 some \u00a0 of \u00a0 the \u00a0 petitioners \u00a0 and \u00a0 the \u00a0 others \u00a0 were\u00a0<br \/>\n           almost \u00a0 on \u00a0 the \u00a0 verge \u00a0 of \u00a0 completion. \u00a0 The \u00a0 termination \u00a0 order \u00a0 was \u00a0 passed \u00a0 by \u00a0 the\u00a0<br \/>\n           respondents\u00a0without\u00a0assigning\u00a0any\u00a0reason\u00a0and\u00a0also\u00a0without\u00a0issuance\u00a0of\u00a0notice.\u00a0<br \/>\n         I\u00a0have\u00a0heard\u00a0Sr.\u00a0Advocate,\u00a0Mr.\u00a0Binod\u00a0Kanth\u00a0assisted\u00a0by\u00a0Mr.\u00a0Prashant\u00a0Pallav,\u00a0<br \/>\nAdvocate\u00a0and\u00a0also\u00a0Sr.\u00a0Advocate,\u00a0Dr.\u00a0S.N.\u00a0Pathak.\n<\/p>\n<p>        The\u00a0first\u00a0submission\u00a0is\u00a0that\u00a0in\u00a0a\u00a0similar\u00a0case\u00a0of\u00a0one\u00a0candidate\u00a0Mukesh\u00a0Kumar\u00a0<br \/>\nMahto, \u00a0 who \u00a0 was \u00a0 also \u00a0 terminated \u00a0 by \u00a0 an \u00a0 identical \u00a0 order \u00a0 dated \u00a0 10.08.2010, \u00a0 had\u00a0<br \/>\nchallenged\u00a0the\u00a0said\u00a0order\u00a0in\u00a0Writ\u00a0Petition\u00a0being\u00a0W.P.(S)\u00a0No.\u00a06262\u00a0of\u00a02010.\u00a0The\u00a0said\u00a0<br \/>\nwrit\u00a0petition\u00a0was\u00a0allowed\u00a0vide\u00a0order\u00a0dated\u00a028.06.2011\u00a0and\u00a0the\u00a0order\u00a0of\u00a0termination\u00a0<br \/>\nwas\u00a0quashed.\u00a0Learned\u00a0counsel\u00a0has\u00a0placed\u00a0the\u00a0order\u00a0in\u00a0support\u00a0of\u00a0his\u00a0contention\u00a0that\u00a0<br \/>\nwhile \u00a0 allowing \u00a0 the \u00a0 writ \u00a0 petition, \u00a0 this \u00a0 Court \u00a0 held \u00a0 that \u00a0 since \u00a0 no \u00a0 enquiry \u00a0 was\u00a0<br \/>\nconducted,\u00a0neither\u00a0any\u00a0show\u00a0cause\u00a0was\u00a0issued,\u00a0the\u00a0impugned\u00a0order\u00a0of\u00a0termination\u00a0<br \/>\nwas\u00a0without\u00a0affording\u00a0a\u00a0reasonable\u00a0opportunity\u00a0of\u00a0hearing\u00a0and\u00a0thus,\u00a0opposed\u00a0to\u00a0the\u00a0<br \/>\nprinciples\u00a0of\u00a0Audi\u00a0Alteram\u00a0Partem\u00a0and\u00a0also\u00a0without\u00a0following\u00a0the\u00a0procedure\u00a0of\u00a0law.\u00a0\n<\/p>\n<p>        The\u00a0submission\u00a0is\u00a0that\u00a0the\u00a0case\u00a0of\u00a0all\u00a0the\u00a0petitioners\u00a0stand\u00a0on\u00a0equal\u00a0footing\u00a0<br \/>\nand,\u00a0therefore,\u00a0the\u00a0termination\u00a0order\u00a0is\u00a0rendered\u00a0opposed\u00a0to\u00a0the\u00a0principles\u00a0of\u00a0natural\u00a0<br \/>\njustice.\u00a0\n<\/p>\n<p>        Senior\u00a0Advocate\u00a0has\u00a0further\u00a0argued\u00a0and\u00a0placed\u00a0reliance\u00a0on\u00a0a\u00a0decision\u00a0in\u00a0the\u00a0<br \/>\ncase\u00a0\u00a0of\u00a0Union\u00a0of\u00a0India\u00a0&amp;\u00a0Ors.\u00a0Vs.\u00a0Mahaveer\u00a0C.\u00a0Singhvi\u00a0reported\u00a0in\u00a0(2010)\u00a08\u00a0SCC\u00a0220. \u00a0<br \/>\nThis\u00a0decision\u00a0relates\u00a0to\u00a0the\u00a0termination\u00a0of\u00a0an\u00a0Officer,\u00a0who\u00a0was\u00a0appointed\u00a0after\u00a0being\u00a0<br \/>\nselected\u00a0by\u00a0the\u00a0U.P.S.C.\u00a0and\u00a0was\u00a0undergoing\u00a0training\u00a0for\u00a0Indian\u00a0Foreign\u00a0Service,\u00a0but\u00a0<br \/>\nduring\u00a0the\u00a0period\u00a0of\u00a0probation,\u00a0he\u00a0was\u00a0issued\u00a0an\u00a0order\u00a0of\u00a0termination.\u00a0The\u00a0emphasis\u00a0<br \/>\nis\u00a0on\u00a0paragraphs\u00a022\u00a0and\u00a023\u00a0of\u00a0the\u00a0said\u00a0decision\u00a0which\u00a0are\u00a0quoted\u00a0below:\u00a0\u00ad\n<\/p>\n<p>        22.     &#8220;The \u00a0 High \u00a0 court \u00a0 by \u00a0 the \u00a0 impugned \u00a0 judgment \u00a0 dated \u00a0 29.09.2008, \u00a0<br \/>\n        accordingly\u00a0quashed \u00a0the\u00a0Order\u00a0of\u00a0discharge\u00a0of\u00a0the\u00a0respondent\u00a0from\u00a0the \u00a0<br \/>\n        Indian\u00a0Foreign\u00a0Service\u00a0dated\u00a013.06.2002,\u00a0along\u00a0with\u00a0the\u00a0orders\u00a0passed\u00a0by \u00a0<br \/>\n        the\u00a0Tribunal\u00a0on\u00a004.09.2003\u00a0dismissing\u00a0the\u00a0respondent&#8217;s\u00a0OA\u00a0No.\u00a02038\u00a0of \u00a0<br \/>\n        2002 \u00a0 and \u00a0on \u00a0 14.11.2003 \u00a0 rejecting \u00a0the \u00a0respondent&#8217;s \u00a0Review \u00a0Application \u00a0<br \/>\n        No. \u00a0 323 \u00a0 of \u00a0 2003, \u00a0 with \u00a0 a \u00a0 direction \u00a0 to \u00a0 reinstate \u00a0 the \u00a0 respondent \u00a0 in \u00a0 the \u00a0<br \/>\n        Indian \u00a0 Foreign \u00a0 Service \u00a0 cadre \u00a0 of \u00a0 the \u00a0 1999 \u00a0 batch, \u00a0 along \u00a0 with \u00a0 all \u00a0<br \/>\n        consequential\u00a0benefits,\u00a0including\u00a0consequential\u00a0seniority,\u00a0within\u00a0a\u00a0month \u00a0<br \/>\n        from\u00a0the\u00a0date\u00a0of\u00a0the\u00a0order&#8221;.\u00a0\n<\/p>\n<p>        23.\u00a0 &#8220;In \u00a0 allowing \u00a0 the \u00a0 writ \u00a0 petition \u00a0 filed \u00a0 by \u00a0 the \u00a0 respondent, \u00a0 the \u00a0 High \u00a0<br \/>\n        Court\u00a0referred\u00a0to\u00a0relied\u00a0on\u00a0the\u00a0decision\u00a0of\u00a0this\u00a0Court\u00a0in\u00a0Radhey\u00a0Shyam \u00a0<br \/>\n        Gupta \u00a0 Vs. \u00a0 U.P. \u00a0 State \u00a0 Agro \u00a0 Industries \u00a0 Corpn. \u00a0 Ltd. \u00a0 [(1999) \u00a0 2 \u00a0 SCC \u00a0 21] \u00a0<br \/>\n        wherein\u00a0this\u00a0Court\u00a0had\u00a0held\u00a0that\u00a0in\u00a0cases\u00a0where\u00a0termination\u00a0is\u00a0preceded \u00a0<br \/>\n        by\u00a0an\u00a0 enquiry, \u00a0evidence \u00a0 is\u00a0received \u00a0and\u00a0 findings\u00a0as\u00a0to\u00a0misconduct \u00a0of \u00a0a \u00a0<br \/>\n        definite\u00a0nature\u00a0are\u00a0arrived\u00a0at\u00a0behind\u00a0the\u00a0back\u00a0of\u00a0the\u00a0officer\u00a0and\u00a0where\u00a0on \u00a0<br \/>\n        the\u00a0basis\u00a0of\u00a0such\u00a0a\u00a0report\u00a0the\u00a0termination\u00a0is\u00a0issued,\u00a0such\u00a0an\u00a0order\u00a0would \u00a0<br \/>\n        be\u00a0violative\u00a0of\u00a0the\u00a0principles\u00a0of\u00a0natural\u00a0justice&#8221;.\u00a0\n<\/p>\n<p>        The\u00a0Delhi\u00a0High\u00a0Court\u00a0in\u00a0its\u00a0judgment\u00a0had\u00a0quashed\u00a0the\u00a0order\u00a0of\u00a0discharge\u00a0from\u00a0<br \/>\nthe \u00a0 Indian \u00a0 Foreign \u00a0 Service \u00a0 and \u00a0 had \u00a0 also \u00a0 passed \u00a0 the \u00a0 order \u00a0 for \u00a0 his \u00a0 reinstatement,\u00a0<br \/>\nrejecting\u00a0the\u00a0contention\u00a0raised\u00a0on\u00a0behalf\u00a0of\u00a0the\u00a0Union\u00a0of\u00a0India.\u00a0The\u00a0High\u00a0Court\u00a0while\u00a0<br \/>\npassing\u00a0the\u00a0order\u00a0has\u00a0placed\u00a0reliance\u00a0on\u00a0several\u00a0decisions\u00a0of\u00a0the\u00a0Apex\u00a0Court,\u00a0Radhey \u00a0<br \/>\nShyam \u00a0 Gupta \u00a0 Vs. \u00a0 U.P. \u00a0 State \u00a0 Agro \u00a0 Industries \u00a0 Corpn. \u00a0 Ltd. \u00a0[(1999) \u00a02 \u00a0 SCC \u00a0 21] \u00a0 and\u00a0<br \/>\nSamsher\u00a0Singh\u00a0Vs.\u00a0State\u00a0of\u00a0Punjab\u00a0[(1974)\u00a02\u00a0SCC\u00a0831]\u00a0as\u00a0well\u00a0as\u00a0in\u00a0the\u00a0case\u00a0of\u00a0Anoop \u00a0<br \/>\nJaiswal\u00a0\u00a0Vs.\u00a0Government\u00a0of\u00a0India\u00a0&amp;\u00a0Anr.\u00a0[(1984)\u00a02\u00a0SCC\u00a0369].\u00a0The\u00a0Apex\u00a0Court\u00a0while\u00a0<br \/>\ndismissing\u00a0the\u00a0SLP\u00a0on\u00a0behalf\u00a0of\u00a0the\u00a0Union\u00a0of\u00a0India\u00a0upheld\u00a0the\u00a0decision\u00a0of\u00a0the\u00a0High\u00a0<br \/>\nCourt\u00a0in\u00a0totality\u00a0and\u00a0declined\u00a0to\u00a0interfere.\u00a0\n<\/p>\n<p>         Counsel\u00a0appearing\u00a0on\u00a0behalf\u00a0of\u00a0the\u00a0State\u00a0has\u00a0vehemently\u00a0argued\u00a0and\u00a0tried\u00a0to\u00a0<br \/>\nplace\u00a0certain\u00a0materials\u00a0on\u00a0record\u00a0to\u00a0substantiate\u00a0that\u00a0the\u00a0decision\u00a0of\u00a0the\u00a0respondent\u00a0<br \/>\nis\u00a0well\u00a0founded\u00a0and\u00a0there\u00a0are\u00a0materials\u00a0to\u00a0support\u00a0the\u00a0contention\u00a0and\u00a0suspicion\u00a0of\u00a0<br \/>\nthe \u00a0 Government \u00a0 that \u00a0 malpractice \u00a0 was \u00a0 adhered \u00a0 to \u00a0 and \u00a0 certain \u00a0 other \u00a0 means \u00a0 were\u00a0<br \/>\nadopted\u00a0to\u00a0achieve\u00a0\u00a0the\u00a0purpose\u00a0and\u00a0got\u00a0selected\u00a0in\u00a0the\u00a0examination.\u00a0The\u00a0allegations\u00a0<br \/>\nhave\u00a0been\u00a0levelled\u00a0for\u00a0the\u00a0first\u00a0time\u00a0in\u00a0the\u00a0counter\u00a0affidavit\u00a0and\u00a0it\u00a0is\u00a0contended\u00a0on\u00a0<br \/>\nbehalf\u00a0of\u00a0the\u00a0State\u00a0that\u00a0these\u00a0petitioners\u00a0are\u00a0an\u00a0accused\u00a0in\u00a0the\u00a0criminal\u00a0case\u00a0which\u00a0<br \/>\nwas\u00a0registered\u00a0after\u00a0these\u00a0bunglings\u00a0came\u00a0to\u00a0light.\u00a0The\u00a0allegation\u00a0in\u00a0the\u00a0F.I.R.\u00a0is\u00a0that\u00a0<br \/>\nthe\u00a0accused\u00a0indulged\u00a0in\u00a0manipulation\u00a0and\u00a0interpolation\u00a0in\u00a0the\u00a0marks\u00a0as\u00a0well\u00a0as\u00a0in\u00a0<br \/>\nthe\u00a0examination\u00a0sheets.\u00a0This\u00a0was\u00a0thoroughly\u00a0scrutinised\u00a0after\u00a0receipt\u00a0of\u00a0complaint\u00a0<br \/>\nand,\u00a0therefore,\u00a0evidently,\u00a0their\u00a0selection\u00a0is\u00a0anything\u00a0but\u00a0on\u00a0merit.\u00a0The\u00a0petitioners\u00a0<br \/>\ninfluenced\u00a0certain\u00a0officers\u00a0of\u00a0the\u00a0Public\u00a0Service\u00a0Commission\u00a0as\u00a0well,\u00a0who\u00a0are\u00a0also\u00a0<br \/>\naccused\u00a0along\u00a0with\u00a0the\u00a0petitioners.\u00a0The\u00a0objections\u00a0on\u00a0behalf\u00a0of\u00a0the\u00a0State\u00a0is\u00a0that\u00a0the\u00a0<br \/>\nthe\u00a0petitioners\u00a0are\u00a0not\u00a0entitled\u00a0to\u00a0be\u00a0reinstated\u00a0in\u00a0service\u00a0despite\u00a0the\u00a0fact\u00a0that\u00a0an\u00a0<br \/>\norder\u00a0in\u00a0an\u00a0identical\u00a0writ\u00a0petition\u00a0being\u00a0W.P.(S)\u00a0No.\u00a06262\u00a0of\u00a02010\u00a0setting\u00a0aside\u00a0the\u00a0<br \/>\ntermination\u00a0order.\u00a0Counsel\u00a0appearing\u00a0on\u00a0behalf\u00a0of\u00a0the\u00a0State\u00a0has\u00a0vehemently\u00a0opposed\u00a0<br \/>\nthe \u00a0 directions \u00a0 for \u00a0 petitioners&#8217; \u00a0 reinstatement \u00a0 though \u00a0 he \u00a0 has \u00a0 admitted \u00a0 that \u00a0 the\u00a0<br \/>\ntermination\u00a0order\u00a0was\u00a0passed\u00a0against\u00a0the\u00a0principles\u00a0of\u00a0natural\u00a0justice.\u00a0\n<\/p>\n<p>        After\u00a0hearing\u00a0respective\u00a0counsel\u00a0at\u00a0length\u00a0and\u00a0going\u00a0through\u00a0the\u00a0decisions,\u00a0it\u00a0<br \/>\nis\u00a0apparent\u00a0that\u00a0the\u00a0petitioners,\u00a0who\u00a0had\u00a0submitted\u00a0to\u00a0the\u00a0process\u00a0of\u00a0selection\u00a0by\u00a0<br \/>\nappearing\u00a0in\u00a0the\u00a0Preliminary\u00a0Test\u00a0(P.T.)\u00a0as\u00a0well\u00a0as\u00a0in\u00a0the\u00a0final\u00a0examination\u00a0and\u00a0also\u00a0<br \/>\nin \u00a0 the \u00a0 Interview, \u00a0 were \u00a0 declared \u00a0 as \u00a0 selected \u00a0 candidates \u00a0 and \u00a0 they \u00a0 had \u00a0 undergone\u00a0<br \/>\napproximately\u00a0two\u00a0years\u00a0of\u00a0training\u00a0but\u00a0just\u00a0before\u00a0five\u00a0days\u00a0of\u00a0their\u00a0completion\u00a0of\u00a0<br \/>\nprobation\u00a0period,\u00a0they\u00a0have\u00a0been\u00a0served\u00a0with\u00a0the\u00a0termination\u00a0order\u00a0and,\u00a0therefore,\u00a0<br \/>\nthe\u00a0order\u00a0is\u00a0liable\u00a0not\u00a0only\u00a0to\u00a0be\u00a0quashed,\u00a0but\u00a0the\u00a0petitioners\u00a0are\u00a0also\u00a0entitled\u00a0for\u00a0his\u00a0<br \/>\nreinstatement,\u00a0as\u00a0the\u00a0order\u00a0of\u00a0termination\u00a0is\u00a0clearly\u00a0violative\u00a0of\u00a0Article\u00a0311(2)\u00a0of\u00a0the\u00a0<br \/>\nConstitution\u00a0of\u00a0India.\u00a0The\u00a0Constitution\u00a0postulates\u00a0that\u00a0no\u00a0person\u00a0can\u00a0be\u00a0subjected\u00a0to\u00a0<br \/>\nany\u00a0action\u00a0at\u00a0the\u00a0instance\u00a0of\u00a0the\u00a0Government\u00a0without\u00a0affording\u00a0an\u00a0opportunity\u00a0to\u00a0<br \/>\nsuch \u00a0 Government \u00a0 employee \u00a0 and \u00a0 also \u00a0 without \u00a0 apprising \u00a0 him \u00a0 of \u00a0 the \u00a0 grounds \u00a0 and\u00a0<br \/>\nreasons\u00a0for\u00a0which\u00a0he\u00a0is\u00a0being\u00a0subjected\u00a0to\u00a0punishment,\u00a0which\u00a0has\u00a0been\u00a0done\u00a0in\u00a0the\u00a0<br \/>\ninstant \u00a0 case. \u00a0 Probationers \u00a0 like \u00a0 a \u00a0 temporary \u00a0 servant \u00a0 are \u00a0 also \u00a0 entitled \u00a0 to \u00a0 certain\u00a0<br \/>\nprotection\u00a0and \u00a0their \u00a0 services\u00a0cannot \u00a0be \u00a0 terminated \u00a0 in\u00a0 a\u00a0 punitive \u00a0manner \u00a0without\u00a0<br \/>\ncomplying\u00a0with\u00a0the\u00a0principles\u00a0laid\u00a0down\u00a0in\u00a0the\u00a0Constitution\u00a0upheld\u00a0by\u00a0the\u00a0various\u00a0<br \/>\nHigh\u00a0Courts\u00a0as\u00a0well\u00a0as\u00a0Apex\u00a0Court.\u00a0\n<\/p>\n<p>        It\u00a0is\u00a0also\u00a0brought\u00a0to\u00a0my\u00a0notice\u00a0that\u00a0in\u00a0the\u00a0criminal\u00a0proceeding\u00a0an\u00a0F.I.R.\u00a0was\u00a0<br \/>\nlodged,\u00a0investigation\u00a0is\u00a0still\u00a0going\u00a0on\u00a0and\u00a0till\u00a0date\u00a0the\u00a0investigation\u00a0has\u00a0not\u00a0been\u00a0<br \/>\ncompleted, \u00a0 therefore, \u00a0 I \u00a0 am \u00a0 of \u00a0 the \u00a0 view \u00a0 investigation \u00a0 will \u00a0 culminate \u00a0 only \u00a0 after\u00a0<br \/>\nsubmission\u00a0of\u00a0a\u00a0police\u00a0report\u00a0under\u00a0Section\u00a0173\u00a0Cr.P.C.,\u00a0therefore,\u00a0it\u00a0is\u00a0not\u00a0known\u00a0as\u00a0<br \/>\nto\u00a0how\u00a0long\u00a0the\u00a0criminal\u00a0proceeding\u00a0will\u00a0continue.\u00a0\n<\/p>\n<p>        However,\u00a0in\u00a0the\u00a0facts\u00a0and\u00a0circumstances,\u00a0I\u00a0am\u00a0of\u00a0the\u00a0considered\u00a0view\u00a0that\u00a0the\u00a0<br \/>\npetitioners\u00a0who\u00a0have\u00a0completed\u00a0their\u00a0probation\u00a0period\u00a0or\u00a0about\u00a0to\u00a0complete\u00a0their\u00a0<br \/>\n          probation\u00a0period,\u00a0are\u00a0entitled\u00a0to\u00a0be\u00a0permitted\u00a0to\u00a0join\u00a0on\u00a0the\u00a0posts\u00a0on\u00a0which\u00a0they\u00a0<br \/>\n         were \u00a0 working, \u00a0 till \u00a0 they \u00a0 are \u00a0 duly \u00a0 served \u00a0 with \u00a0 a \u00a0 show \u00a0 cause \u00a0 notice \u00a0 and \u00a0 given \u00a0 an\u00a0<br \/>\n         opportunity\u00a0of\u00a0hearing.\n<\/p>\n<p>                 It\u00a0is\u00a0made\u00a0clear\u00a0that\u00a0the\u00a0joining\u00a0of\u00a0these\u00a0petitioners\u00a0will\u00a0be\u00a0subject\u00a0to\u00a0the\u00a0final\u00a0<br \/>\n         decision\u00a0in\u00a0the\u00a0enquiry\u00a0proceeding,\u00a0in\u00a0the\u00a0event\u00a0the\u00a0Government\u00a0decides\u00a0to\u00a0hold\u00a0an\u00a0<br \/>\n         enquiry.\u00a0\n<\/p>\n<p>
