This Appeal under Clause 10 of the Letters<br \/>\n                   Patent is preferred by the State of Bihar against the<br \/>\n                   judgment and order dated 19.02.2009 passed by the<br \/>\n<span class=\"hidden_text\">                                2<\/span><\/p>\n<p>        learned single Judge in Civil Review No. 192 of 2008 after<br \/>\n        a considerable delay of 340 days.\n<\/p>\n<p>                   As to the delay, we find no cause much less a<br \/>\n        sufficient cause for such delay. On merits also we are<br \/>\n        satisfied that the matter does not need consideration for<br \/>\n        what the State of Bihar intends to do is to enquire about<br \/>\n        the genuineness of the original certificate of the<br \/>\n        respondent-writ petitioner which enquiry is pending since<br \/>\n        1993. In the meantime the writ petitioner has retired from<br \/>\n        service in the year 2006 and is now waiting for remittance<br \/>\n        of his retrial dues.\n<\/p>\n<p>                   We     see      no     justification   for   the   State<br \/>\n        Government to have delayed the enquiry for 17 years. No<br \/>\n        ends of justice would be met by allowing the State to make<br \/>\n        such enquiry now after 17 years and four years after the<br \/>\n        writ petitioner has retired from service.\n<\/p>\n<p>                   No case for interference is made out.<br \/>\n                   Limitation Application (I.A. No. 2378 of 2010),<br \/>\n        Letters Patent Appeal and Stay Petition (I.A. No. 2379 of<br \/>\n        2010) stand disposed of.\n<\/p>\n<p>                                    ( R. M.
