They also seek a<\/p>\n<p>declaration as to the validity of their promotions in question.<\/p>\n<p>2.    Admittedly, promotions of the petitioners have been made<\/p>\n<p>in terms of Ext.P1 and such promotions have been approved by<\/p>\n<p>the University.    The plea in the counter affidavit that such<\/p>\n<p>promotions were given with retrospective effect, without prior<\/p>\n<p>concurrence of the Government, does not stand.                      The writ<\/p>\n<p>petition hence succeeds.\n<\/p>\n<\/p>\n<p>      In the result, the writ petition is allowed.
