Justice ANTONY DOMINIC\n\n Dated :29\/05\/2008\n\n O R D E R\n                          ANTONY DOMINIC, J.\n             ------------------------------------\n                        W.P.(C) 15523 of 2008\n             -------------------------------------\n                         Dated: MAY 29, 2008\n\n                              JUDGMENT\n<\/pre>\n<p>      Rejection of concurrence by Ext.P1 was called in question in a<\/p>\n<p>revision filed before the STAT and that was rejected by Ext.P4.<\/p>\n<p>Exts.P1 and P4 are challenged in this writ petition.<\/p>\n<p>      2. Two contentions are raised by the learned counsel for the<\/p>\n<p>petitioner: (1) that the Complete Exclusion Scheme provides for<\/p>\n<p>exception irrespective of the issuance of the draft notification dated<\/p>\n<p>9.5.2007 and (2) that the overlapping is inevitable and has to be<\/p>\n<p>allowed. I do not find that any of the above contentions were raised<\/p>\n<p>before the Tribunal while dealing with Ext.P2 revision.<\/p>\n<p>      3.
