JUSTICE JYOTI SARAN\n\n              ORAL ORDER<\/pre>\n<p>              (Per: HONOURABLE THE CHIEF JUSTICE)<\/p>\n<p>5.   25.3.2011.                   This petition under Article 226 of the<br \/>\n                     Constitution is filed in public interest to express the<br \/>\n                     grievance of the residents of Gardanibagh Road No.2 in<br \/>\n                     respect of water supply by Patna Municipal Corporation.\n<\/p>\n<p>                                  One       Ravindra        Kumar,         Chief<br \/>\n                     Engineer(Water), Patna Municipal Corporation has filed<br \/>\n                     counter affidavit. The affidavit suggests that the<br \/>\n                     grievance expressed in the writ petition is genuine. On<br \/>\n                     account of old, leaking lines, the water supply is<br \/>\n                     adversely affected. The corporation has taken over and<br \/>\n                     has decided a long term plan to replace water supply<br \/>\n                     lines in the areas of Patna Municipal Corporation.\n<\/p>\n<p>                                  We do appreciate the concern of the<br \/>\n                     respondents and their decision to replace old water<br \/>\n                     supply lines. However, that obviously is a long term<br \/>\n                     plan; that cannot bring immediate relief to the residents.<br \/>\n                     It is the bounden duty of the respondents to work out an<br \/>\n<span class=\"hidden_text\">                          -2-<\/span><\/p>\n<p>          alternative for immediate relief to the residents.\n<\/p>\n<p>                      After long drawn arguments, we do not<br \/>\n          receive adequate assistance from the learned Advocates<br \/>\n          representing the respondents. We have been boldly told<br \/>\n          that no immediate relief can be granted to the residents.<br \/>\n          In other words, the residents will have to wait for<br \/>\n          adequate water supply till all water supply lines are<br \/>\n          replaced by the Patna Municipal Corporation, may be,<br \/>\n          within a couple of years. For the obstinate stance taken<br \/>\n          by the learned Advocates representing the respondent<br \/>\n          authorities, we are constrained to direct Shri Ravindra<br \/>\n          Kumar, Chief Engineer (Water), Patna Muncipal<br \/>\n          Corporation to work out an alternative for immediate<br \/>\n          relief to the residents of Gardanibagh Road No.2 and<br \/>\n          place it on the matter on 4th April 2011.\n<\/p>\n<p>                      In the event, Shri Ravindra Kumar fails to<br \/>\n          carry out this direction, he should personally remain<br \/>\n          present before the Court on 4th April 2011.\n<\/p>\n<p>                      Copy of the order be furnished to the learned<br \/>\n          Advocates appearing in the matter.\n<\/p>\n<p>                      The registry shall send a copy of this order to<br \/>\n          Shri Ravindra Kumar, Chief Engineer (Water), Patna<br \/>\n          Municipal Corporation forthwith.\n<\/p>\n<p>                               (R.M.
