Justice P.N.RAVINDRAN\n\n Dated :07\/10\/2008\n\n O R D E R\n                        P.N.RAVINDRAN, J.\n         ======================================\n                     W.P.(C)No.29696 of 2008\n         ======================================\n               Dated this the 7th day of October 2008\n\n                            JUDGMENT\n<\/pre>\n<p>      The petitioners are employees of Co-operative Societies.<\/p>\n<p>Their grievance is that they are not included in the feeder<\/p>\n<p>category for appointment to the post of Junior Inspector of Co-<\/p>\n<p>operative Societies under the Kerala Co-operative Subordinate<\/p>\n<p>Service Rules, 1962. The petitioners contend that though a quota<\/p>\n<p>is prescribed for Gramasevaks, due to non-availability of qualified<\/p>\n<p>hands in that category, the post of Junior Co-operative Inspector<\/p>\n<p>is being filled up by appointing Upper Division Clerks or Upper<\/p>\n<p>Division Typists in the Co-operation Department or by appointing<\/p>\n<p>Upper Division Clerks or Upper Division Typists in other<\/p>\n<p>departments or from any service other than the Kerala<\/p>\n<p>Subordinate Ministerial Service. The petitioners submit that<\/p>\n<p>claiming inclusion as a feeder category for appointment to the<\/p>\n<p>post of Junior Inspector of Co-operative Societies, they have<\/p>\n<p>submitted Exts.P3(a) representation before the Chief Secretary,<\/p>\n<p>Ext.P3(b)  representation    before   the   Principal Secretary  to<\/p>\n<p>Government,      Co-operation      Department      and    Ext.P3(c)<\/p>\n<p><span class=\"hidden_text\">W.P.(C)29696\/2008             2<\/span><\/p>\n<p>  representation before the Kerala Public Service Commission. The<\/p>\n<p>  learned counsel appearing for the petitioners submits that the<\/p>\n<p>  Secretary to Government, Co-operation Department may be<\/p>\n<p>  directed to consider their grievances and take a decision on<\/p>\n<p>  Ext.P3(b) within a time limit to be fixed by this Court.<\/p>\n<p>         The question whether the petitioners are entitled to be<\/p>\n<p>  included in the feeder category for appointment to the post of<\/p>\n<p>  Junior Inspector of Co-operative Societies is a matter for the State<\/p>\n<p>  Government to decide.
