The<\/p>\n<p>petitioner submits that, for obtaining permit, the petitioner has to<\/p>\n<p>get a Non Objection Certificate from 1st respondent who is the<\/p>\n<p>authority under the Kerala Land Utilization Order. The petitioner<\/p>\n<p>has filed Ext.P2 application for the same. The petitioner seeks a<\/p>\n<p>direction to the 1st respondent to consider and pass orders on<\/p>\n<p>Ext.P2 expeditiously.\n<\/p>\n<p>      2.   I have heard the learned Government Pleader also.<\/p>\n<p>      3.
