RAVIKUMAR, J\n          - - - - - - - - - - - - -- - - - - - - - - - - - - - - -\n                   W.P.(C)No. 1232 OF 2011\n          - - - - - - - - - - - - - - - - - - - - - - - - - - - -\n\n         Dated this the 24th day of January, 2011\n\n\n                          J U D G M E N T\n<\/pre>\n<p>           In the matter of priority for disbursement of retiral<\/p>\n<p>benefits to the retirees from the Kerala State Road Transport<\/p>\n<p>Corporation, a scheme has been evolved pursuant to a<\/p>\n<p>direction in Writ Appeal No. 289\/2001. A deviation from such<\/p>\n<p>a direction is possible only in exceptional circumstances. The<\/p>\n<p>contention of the petitioner is that he had underwent cardiac<\/p>\n<p>surgery at Sree Chitra Tirunal Institute for Medical Science<\/p>\n<p>and Technology. Ext.P5 would reveal that treatment expense<\/p>\n<p>would come to Rs. 2,57,597\/- and he had borrowed money<\/p>\n<p>from a private financier and paid               Rs. 2,10,000\/- to     the<\/p>\n<p>hospital. Petitioner contends that an amount of Rs.47,597\/- is<\/p>\n<p>still remaining to be paid to the said hospital. That apart, he<\/p>\n<p>has to discharge the aforesaid debt.                 It is     in the said<\/p>\n<p>circumstances that the petitioner claims for an out of turn<\/p>\n<p>disbursement of the retiral benefits. In the said circumstances,<\/p>\n<p>the respondents shall enquire into the genuineness of the<\/p>\n<p>claims and contentions of the petitioner mentioned above<\/p>\n<p>WPC.1232.\/2011<br \/>\n<span class=\"hidden_text\">                              : 2 :<\/span><\/p>\n<p>within a period of two weeks and if they are ultimately found<\/p>\n<p>genuine, the respondents shall disburse the DCRG and other<\/p>\n<p>retiral benefits payable to the petitioner, expeditiously, at any<\/p>\n<p>rate, within one month thereafter.\n<\/p>\n<p>      Disposed of accordingly.\n<\/p>\n<p>                                     Sd\/-\n<\/p>\n<p>                                  (C.T.
