JOSEPH, J.\n\n            ````````````````````````````````````````````````````\n                 W.P.(C) No. 19309 OF 2008 W\n            ````````````````````````````````````````````````````\n              Dated this the 26th day of June, 2008\n\n                          J U D G M E N T\n<\/pre>\n<p>           The     Executive        Engineer,       Electrical   Section,<\/p>\n<p>Thripunithura is impleaded suo motu as additional 6th<\/p>\n<p>respondent. The complaint of the petitioner is that while a site<\/p>\n<p>mahazar is prepared as per Ext.P1 alleging that the security<\/p>\n<p>seal etc of the electrical meter is intact, it is also stated in<\/p>\n<p>Ext.P1 that the Y phase of the meter is not working and<\/p>\n<p>thereupon the meter is reading on 2\/3rd of the power<\/p>\n<p>consumed and 1\/3rd is not recorded and the petitioner was<\/p>\n<p>served with Ext.P2 bill.        He has already submitted Ext.P3<\/p>\n<p>complaint before the additional 6th respondent.<\/p>\n<p>      2.   I heard the learned standing counsel also. Having<\/p>\n<p>regard to the facts and circumstances of the case, the writ<\/p>\n<p>petition is disposed of directing the additional 6th respondent<\/p>\n<p>to consider and take a decision on Ext.P3, in accordance with<\/p>\n<p>law, after affording an opportunity to hear the petitioner also,<\/p>\n<p>WPC.19309\/08<br \/>\n<span class=\"hidden_text\">                               : 2 :<\/span><\/p>\n<p>within a period of six weeks from the date of receipt of a copy<\/p>\n<p>of this judgment.      Till such decision is taken, further<\/p>\n<p>proceedings pursuant to Ext.P2 will be kept in abeyance.
