Justice A.K.BASHEER\n\n Dated :03\/07\/2007\n\n O R D E R\n                                   A.K.BASHEER, J.\n\n                           ---------------------------------------------\n\n                             W.P.(C)No.23344 OF 2006\n\n                           ---------------------------------------------\n\n                       Dated this the 3rd day of July, 2007\n\n\n                                        JUDGMENT\n<\/pre>\n<p>       Prayer  in this writ petition, which is at the instance of a  diploma<\/p>\n<p>holder   in   Fine   Arts,   is   to   issue   a   writ   of   mandamus   or   such   other<\/p>\n<p>appropriate   writ   or   directions   to   respondents   1   and   2,   the   State   of<\/p>\n<p>Kerala   and   the   Kerala   Public   Service   Commission   respectively,   to<\/p>\n<p>&#8220;initiate  steps  to create  the  posts necessary   for  the Fine  Arts Colleges<\/p>\n<p>Trissur   and   Mavelikkara   as   per   the   staff   fixation   and   fill   up   the<\/p>\n<p>vacancies appointing the rank holders.&#8221;\n<\/p>\n<\/p>\n<p>       2.     It   is   true   that   the   petitioner   was   placed   in   the   ranked   list   at<\/p>\n<p>Sl.No.3.  It has come out on record, as revealed from counter affidavit of<\/p>\n<p>respondent   no.1,   that   two   candidates   from   the   list   had   already   been<\/p>\n<p>appointed in the available vacancies.   The list has expired on February<\/p>\n<p>23, 2007.\n<\/p>\n<\/p>\n<p>       3.
