S.J. MUKHOPADHAYA)<\/p>\n<p>\tThe<br \/>\nDevelopment Commissioner passed the order on 12th<br \/>\nMay 2006 in exercise of the powers conferred under Section 253 of the<br \/>\nGujarat Panchayat Act, 1993 for dissolution of the Taluka<br \/>\nPanchayat, Lathi on the ground that the budget estimate was not<br \/>\napproved before 31st<br \/>\nMarch 2006 and reasons for not passing such budget are not<br \/>\njustifiable. At the instance of the respondents, the learned Single<br \/>\nJudge by order dated 13th<br \/>\nJuly 2006 while set aside the order dated 19th<br \/>\nMay 2006 on the ground that said order was violative of principles of<br \/>\nnatural justice, directed the Development Commissioner to reconsider<br \/>\nthe matter in light of the observations made by the Court in the said<br \/>\njudgment. An Administrator was allowed to continue to look after the<br \/>\nadministration of the Taluka Panchayat till then.\n<\/p>\n<p>\tNow,<br \/>\nmore than four years having been passed and as new members of the<br \/>\nPanchayat have been elected, nothing subsists in these appeals. The<br \/>\nquestion raised is not required to be answered in the present case.\n<\/p>\n<p>\tAll<br \/>\nthe Appeals and Civil Applications stand disposed of.\n<\/p>\n<p>(S.\n<\/p>\n<p>J.
