Accountant General, (A &amp; E)-II Bihar Patna.\n                                                     -----------\n<\/pre>\n<p>2     16.09.2010                     No one appears for the petitioner.<\/p>\n<p>                                     Counsel for the State is present, who would submit<\/p>\n<p>                         that the relief prayed for by the petitioner in this writ application<\/p>\n<p>                         either for grant of 2nd time bound promotion w.e.f. 1.4.1996 or<\/p>\n<p>                         revision of pension in the light of the promotional pay of the 2nd<\/p>\n<p>                         time bound promotion would not be admissible to the petitioner<\/p>\n<p>                         because the scheme of such time bound promotion was already<\/p>\n<p>                         abolished w.e.f. 1.1.1996.
