If inter district transfers and promotions<\/p>\n<p>were not made before the expirty of the rank list, the post cannot be kept<\/p>\n<p>vacant and available vacancies that occurred before the expiry of the rank<\/p>\n<p>list shall be reported to the Public Service Commission.              Circular of the<\/p>\n<p>Government dated 7.5.1990 also supports the view.
