The\u00a0Applicant\u00a0filed\u00a0an\u00a0RTI\u00a0application\u00a0dt.18.3.10\u00a0with\u00a0the\u00a0PIO,\u00a0MHRD.\u00a0\u00a0He\u00a0stated\u00a0that\u00a0that\u00a0the\u00a0<\/p>\n<p>       CSTT\u00a0is\u00a0composed\u00a0of\u00a0one\u00a0Chairman\u00a0and\u00a06\u00a0members.\u00a0\u00a0The\u00a0Director\u00a0of\u00a0the\u00a0Central\u00a0Hindi\u00a0Directorate\u00a0<\/p>\n<p>       will \u00a0 be \u00a0 non\u00admember \u00a0 secretary \u00a0 of \u00a0 the\u00a0 Commission\u00a0 \u00a0 and\u00a0 that\u00a0 the\u00a0 Chairman\u00a0 and\u00a0 members\u00a0 of \u00a0 the\u00a0<\/p>\n<p>       Commission\u00a0will\u00a0be\u00a0nominated\u00a0by\u00a0the\u00a0Govt.\u00a0of\u00a0India\u00a0and\u00a0shall\u00a0hold\u00a0office\u00a0for\u00a0a\u00a0period\u00a0of\u00a0three\u00a0years\u00a0<\/p>\n<p>       and\u00a0will\u00a0be\u00a0eligible\u00a0for\u00a0reappointment.\u00a0\u00a0In\u00a0this\u00a0context,\u00a0he\u00a0sought\u00a0information\u00a0against\u00a03\u00a0points\u00a0including\u00a0<\/p>\n<p>       the\u00a0number\u00a0of\u00a0\u00a0members\u00a0who\u00a0were\u00a0nominated\u00a0during\u00a0the\u00a0last\u00a010\u00a0years,\u00a0if\u00a0nobody\u00a0is\u00a0nominated\u00a0the\u00a0<\/p>\n<p>       reasons\u00a0thereof\u00a0and\u00a0for\u00a0how\u00a0long\u00a0there\u00a0were\u00a0no\u00a0nominations\u00a0etc..\u00a0\u00a0The\u00a0PIO,\u00a0CSTT\u00a0on\u00a0receipt\u00a0of\u00a0the\u00a0<\/p>\n<p>       RTI\u00a0application\u00a0from\u00a0MHRD\u00a0on\u00a031.3.10\u00a0replied\u00a0on\u00a022.4.10\u00a0stating\u00a0that\u00a0information\u00a0is\u00a0being\u00a0gathered.\u00a0<\/p>\n<p>       On\u00a0not\u00a0receiving\u00a0any\u00a0reply,\u00a0the\u00a0Applicant\u00a0filed\u00a0an\u00a0appeal\u00a0dt.21.5.10\u00a0with\u00a0the\u00a0Appellate\u00a0Authority\u00a0who\u00a0<\/p>\n<p>       in\u00a0turn\u00a0replied\u00a0on\u00a014.7.10\u00a0stating\u00a0that\u00a0as\u00a0per\u00a0records,\u00a0no\u00a0information\u00a0is\u00a0available\u00a0with\u00a0them.\u00a0\u00a0Being\u00a0<\/p>\n<p>       aggrieved\u00a0with\u00a0the\u00a0reply,\u00a0the\u00a0Applicant\u00a0filed\u00a0a\u00a0second\u00a0appeal\u00a0dt.17.8.10\u00a0before\u00a0CIC.<\/p>\n<p>Decision<\/p>\n<p>2.     During\u00a0the\u00a0hearing,\u00a0the\u00a0Respondents\u00a0submitted\u00a0that\u00a0since\u00a0the\u00a0information\u00a0is\u00a0not\u00a0available\u00a0with\u00a0them,\u00a0<\/p>\n<p>       the\u00a0application\u00a0was\u00a0forwarded\u00a0to\u00a0the\u00a0M\/o\u00a0HRD\u00a0on\u00a013.7.10\u00a0since\u00a0it\u00a0is\u00a0the\u00a0Ministry\u00a0which\u00a0is\u00a0responsible\u00a0<\/p>\n<p>       for\u00a0appointing\u00a0such\u00a0members.\n<\/p>\n<\/p>\n<p>3.     The\u00a0Commission\u00a0after\u00a0hearing\u00a0the\u00a0submissions\u00a0of\u00a0both\u00a0sides\u00a0\u00a0directs\u00a0the\u00a0CPIO,\u00a0MHRD\u00a0as\u00a0follows:<\/p>\n<blockquote><p>       i)       to\u00a0provide\u00a0point\u00a0wise\u00a0information\u00a0to\u00a0the\u00a0RTI\u00a0application\u00a0as\u00a0available\u00a0in\u00a0the\u00a0records.<\/p>\n<\/blockquote>\n<blockquote><p>       ii)      In \u00a0 the \u00a0 event \u00a0 records \u00a0 are\u00a0 not\u00a0 available\/traceable, \u00a0 the \u00a0 PIO\u00a0 to \u00a0 provide \u00a0 an\u00a0 affidavit \u00a0 to \u00a0 the\u00a0<\/p>\n<p>       Commission\u00a0with\u00a0a\u00a0copy\u00a0to\u00a0the\u00a0Appellant\u00a0affirming\u00a0the\u00a0fact\u00a0that\u00a0the\u00a0records\u00a0related\u00a0to\u00a0the\u00a0information\u00a0<\/p>\n<p>       sought\u00a0are\u00a0not\u00a0available\u00a0while\u00a0providing\u00a0reasons\u00a0for\u00a0the\u00a0same.\u00a0\n<\/p><\/blockquote>\n<p> 4.
