(C) No. 16789 OF 2010\n              - - - - - - - - - - - - - - - - - - - - - - - - - - - -\n              Dated this the 4th day of June, 2010\n\n                            J U D G M E N T\n<\/pre>\n<p>           This writ petition is filed challenging Ext.P11 order<\/p>\n<p>passed by 5th respondent. As per the same the 5th respondent<\/p>\n<p>found that the petitioner is not a graduate in English and<\/p>\n<p>hence ineligible to be appointed as HSA(English) in terms of<\/p>\n<p>Ext.P2 Government Order. Against Ext.P11, the manager has<\/p>\n<p>filed Ext.P12 appeal before the second respondent on<\/p>\n<p>7.5.2010.   Subsequently, the petitioner has approached the<\/p>\n<p>second respondent by filing Ext.P13 appeal. Along with the<\/p>\n<p>same, he has also filed Ext.P13(a) stay petition. Both Ext.P13<\/p>\n<p>appeal and P13(a) stay petition are dated 1.6.2010. In case,<\/p>\n<p>the second respondent received Ext.P13 appeal , the second<\/p>\n<p>respondent shall consider the same and pass orders thereon<\/p>\n<p>within a period of three months from the date of receipt of a<\/p>\n<p>copy of this judgment. The petitioner shall also be heard prior<\/p>\n<p>to the passing orders on Ext.P13 appeal. In case, the second<\/p>\n<p>respondent received           Ext.P13(a) stay petition, the second<\/p>\n<p>respondent shall consider and pass orders thereon within a<\/p>\n<p>WPC.16789\/2010<br \/>\n<span class=\"hidden_text\">                               : 2 :<\/span><\/p>\n<p>week from the date of receipt of a copy of the judgment.<\/p>\n<p>Status quo as on today shall be maintained till passing of<\/p>\n<p>orders on Ext.P13(a) stay petition.\n<\/p>\n<p>     This writ petition is disposed of accordingly.<\/p>\n<p>                                            Sd\/-\n<\/p>\n<p>                                   (C.T.
