(Network I),\n                                     Local Head Office,\n                                     West Gandhi Maidan, PB No.103,\n                                     Patna - 800 001.\n\n\n       The Complainant was present.\n\n       The Respondent was not present in spite of notice.<\/pre>\n<p>2.     In this case, the Appellant had, in his application dated March 5,<\/p>\n<p>2008, requested the CPIO for the copies of a number of documents relating<\/p>\n<p>to the term loan account number 30004570803 of M\/s Putul Diagnostic<\/p>\n<p>Centre in which he was stated to be a guarantor. The CPIO wrote to him on<\/p>\n<p>April 8, 2008 and denied most of the information relating to the loan<\/p>\n<p>account on the ground that it was exempt under Section 8(1)(d) and (j) of<\/p>\n<p>the Right to Information (RTI) Act. However, he agreed to provide a copy of<\/p>\n<p>the guarantee agreement against payment of the photocopying charges. Not<\/p>\n<p>satisfied with the reply, the Appellant had approached the Appellate<\/p>\n<p>Authority in his appeal dated April 16, 2008. It is not clear if the Appellate<\/p>\n<p>Authority decided his case. Now, he has come before the CIC in second<\/p>\n<p>appeal.\n<\/p>\n<p>CIC\/WB\/C\/2008\/01062-SM\n<\/p>\n<p> 3.     The hearing in this case was conducted through videoconferencing.<\/p>\n<p>The Appellant was present in the Patna studio of the NIC while the<\/p>\n<p>Respondent was not present in spite of notice. After hearing his submissions<\/p>\n<p>and carefully going through the reply of the CPIO, we feel that the<\/p>\n<p>Appellant has a right to get at least those documents concerning this<\/p>\n<p>particular term loan account in which, he, as a guarantor, has affixed his<\/p>\n<p>signature. We, therefore, direct the CPIO to provide to the Appellant within<\/p>\n<p>10 working days from the receipt of this order certified copies of all such<\/p>\n<p>documents which form part of the above term loan account in which the<\/p>\n<p>Appellant has affixed his signature as a guarantor.<\/p>\n<p>4.     With the above direction, the appeal is disposed off.<\/p>\n<p>5.
