Not covered under RTI Act.\n   2&amp;3 Pertains to DCA (HQ).\n   4.     No information is sought.\n   5.     Due to shortage of staff and heavy load of official work.\n   6 &amp;7. Question is not clear.\n   8 &amp; 9 Not covered under RTI Act.\n   10. Hypothetical Question\n   11. Not covered under RTI Act.\n\nGrounds for First Appeal:\nNo reply within stipulated time.\n\nOrder of the First Appellate Authority:\n\"that question raised by the Appellant do not fall under purview of RTI\"\n\nGrounds for Second Appeal:\nUnsatisfactory reply.
