chamber.\u00a0The\u00a0Respondent\u00a0was\u00a0present\u00a0in\u00a0the\u00a0Chennai\u00a0studio\u00a0of\u00a0the\u00a0NIC.\u00a0We\u00a0<\/p>\n
heard\u00a0their\u00a0submissions.\n<\/p>\n

 3.     The\u00a0Appellant\u00a0had\u00a0wanted\u00a0to\u00a0know\u00a0if\u00a0the\u00a0zone\u00a0of\u00a0consideration\u00a0followed\u00a0<\/p>\n
by\u00a0the\u00a0Indian\u00a0Overseas\u00a0Bank\u00a0for\u00a0promoting\u00a0SC\u00a0and\u00a0ST\u00a0officers\u00a0from\u00a0M\u00a0MG\u00a0<\/p>\n
Scale\u00a0III\u00a0to\u00a0SMG\u00a0Scale\u00a0IV\u00a0was\u00a0subject\u00a0to\u00a0the\u00a0Central\u00a0Government’s\u00a0Reservation\u00a0<\/p>\n
policy\/the \u00a0 DOP&T \u00a0 guidelines. \u00a0 Although \u00a0 the \u00a0 CPIO \u00a0 had \u00a0 provided \u00a0 some\u00a0<\/p>\n
information\/clarification\u00a0on\u00a0this,\u00a0during\u00a0the\u00a0hearing,\u00a0the\u00a0Appellant\u00a0submitted\u00a0that\u00a0<\/p>\n
all\u00a0that\u00a0he\u00a0wanted\u00a0from\u00a0the\u00a0Bank\u00a0was\u00a0an\u00a0answer\u00a0in\u00a0yes\u00a0or\u00a0no.\u00a0Instead,\u00a0he\u00a0<\/p>\n
argued,\u00a0the\u00a0CPIO\u00a0had\u00a0provided\u00a0him\u00a0with\u00a0a\u00a0detailed\u00a0clarification\u00a0without\u00a0clearly\u00a0<\/p>\n
stating\u00a0if\u00a0the\u00a0Bank\u00a0was\u00a0subject\u00a0to\u00a0the\u00a0DOP&T\u00a0guidelines\u00a0in\u00a0this\u00a0regard\u00a0or\u00a0not.\u00a0<\/p>\n
On\u00a0the\u00a0other\u00a0hand,\u00a0the\u00a0CPIO\u00a0submitted\u00a0that\u00a0 their\u00a0policy\u00a0in\u00a0this\u00a0regard\u00a0was\u00a0<\/p>\n
already\u00a0 available\u00a0 in \u00a0 the \u00a0 public\u00a0 domain\u00a0 and\u00a0 widely\u00a0 circulated\u00a0 among\u00a0 all \u00a0 the\u00a0<\/p>\n
branches\u00a0of\u00a0the\u00a0Bank\u00a0and\u00a0it\u00a0was\u00a0for\u00a0the\u00a0Appellant\u00a0to\u00a0compare\u00a0the\u00a0policy\u00a0of\u00a0the\u00a0<\/p>\n
Bank\u00a0with\u00a0any\u00a0existing\u00a0guidelines\u00a0of\u00a0the\u00a0DOP&T\u00a0and\u00a0to\u00a0find\u00a0out\u00a0if\u00a0it\u00a0was\u00a0in\u00a0<\/p>\n
conformity\u00a0with\u00a0that\u00a0or\u00a0not.\u00a0He\u00a0pleaded\u00a0that\u00a0the\u00a0CPIO\u00a0could\u00a0not\u00a0be\u00a0expected\u00a0to\u00a0<\/p>\n

4.     We\u00a0 tend\u00a0 to \u00a0 agree\u00a0 with \u00a0 the\u00a0 arguments\u00a0 of\u00a0 the\u00a0 Respondent.\u00a0 Since\u00a0 the\u00a0<\/p>\n
Bank’s\u00a0policy\u00a0in\u00a0this\u00a0regard\u00a0is\u00a0already\u00a0in\u00a0the\u00a0public\u00a0domain\u00a0and\u00a0the\u00a0Appellant\u00a0<\/p>\n
admitted\u00a0to\u00a0know\u00a0about\u00a0it,\u00a0it\u00a0is\u00a0for\u00a0him\u00a0to\u00a0find\u00a0out\u00a0if\u00a0it\u00a0is\u00a0in\u00a0conformity\u00a0with\u00a0some\u00a0<\/p>\n
