JUSTICE NARENDRA NATH TIWARI\n                                       ..............\n            For the petitioners            :        Mr. Ranjit Kumar, Advocate\n            For the Respondents            :        Mr. Ananda Sen, Advocate\n                                        .............\n2\/09.05.2011<\/pre>\n<p>:       In this writ petition the petitioners pray for direction on the<br \/>\n            respondents to consider their claim of promotion upgrading the<br \/>\n            petitioners to the post of E-1 Grade with all consequential benefits w.e.f.<br \/>\n            the date other similarly situated persons even juniors to the petitioners<br \/>\n            have been given promotion.\n<\/p>\n<p>                    It has been stated that the petitioners fulfill all the requirements of<br \/>\n            the Coal India Limited guidelines for giving promotion to the post of E-1.<br \/>\n            The petitioners&#8217; name along with others were also recommended but the<br \/>\n            respondents have given promotion to the other similarly situated persons<br \/>\n            even juniors to them. No order has been passed regarding their<br \/>\n            promotion and no reason has been assigned for the same. The<br \/>\n            petitioners filed several representations and made several requests but<br \/>\n            to no effect.\n<\/p>\n<p>                    Learned counsel appearing on behalf of the respondents<br \/>\n            submitted that the Director (Personnel), BCCL, Dhanbad is competent<br \/>\n            authority to consider the petitioners&#8217; claim and if the petitioners&#8217;<br \/>\n            representation is pending or if they file a fresh representation, the said<br \/>\n            authority shall consider the same and pass appropriate order in<br \/>\n            accordance in law without further delay.\n<\/p>\n<p>                    Considering the said submissions, this writ petition is disposed of<br \/>\n            giving liberty to the petitioners to file a fresh representation before the<br \/>\n            Director (Personnel), BCCL, Dhanbad.
