P4 is an application made by the petitioner   invoking the<\/p>\n<p>provisions under the Kerala Land Utilisation Order and seeking the<\/p>\n<p>orders  of   the   1st  respondent  for   conversion   of   the   land  mentioned<\/p>\n<p>therein.     Petitioner   submits   that   orders   have   not   been   passed   on<\/p>\n<p>Ext.   P4   and   it   is   complaining   of   delay   in   considering   the   said<\/p>\n<p>application this writ petition has been filed.   If as a matter of fact,<\/p>\n<p>Ext. P4 has been received and is pending before the 1st respondent,<\/p>\n<p>the   1st  respondent   should   have   considered   the   same   and   passed<\/p>\n<p>orders thereon.  This having not been done I direct that if Ext.
