Justice V.GIRI\n\n Dated :04\/06\/2009\n\n O R D E R\n                      V.GIRI, J\n                    -------------------\n                W.P.(C).15379\/2009\n                    --------------------\n        Dated this the 4th day of June, 2009\n\n                    JUDGMENT\n<\/pre>\n<p>     Petitioner is an authorized retail distributor of<\/p>\n<p>Ration shop No.116 of Pattanakkad Panchayat.<\/p>\n<p>Apparently, when he faced some difficulties in<\/p>\n<p>running the shop and procuring ration articles in<\/p>\n<p>time, he applied to the competent authority, the<\/p>\n<p>third respondent, to suspend his licence so that the<\/p>\n<p>card holders do not suffer in the meanwhile. It is<\/p>\n<p>only on the basis of his request that his licence was<\/p>\n<p>suspended     under Ext.P1.            Petitioner, after a<\/p>\n<p>passage of time, sought for restoration of the<\/p>\n<p>licence and submitted Ext.P2 application in this<\/p>\n<p>behalf. Same is not being considered and hence the<\/p>\n<p>writ petition praying for appropriate reliefs.<\/p>\n<p>2.   Going by Ext.P1, licence was suspended on<\/p>\n<p>the request made by the petitioner.
