The status\/Ordinance under which a Board of Studies           Rules are silent.\n<\/pre>\n<p>        (BOS) can allocate workload to persons who are not the<br \/>\n        members of the BOS.\n<\/p>\n<p> 2.     The provision of the rules of the University whereby          Rules are silent.\n<\/p>\n<p>        employees of the Food Craft Institute (FCI), U.P. Govt.<br \/>\n        can be allocated teaching load in the University.\n<\/p>\n<p> 3.     Facts and reasons leading to the allocation of the teaching   Nothing is on record in the minutes of<br \/>\n        load by the BOS of CES who are not its members.               the concerned BOS.\n<\/p>\n<p> 4.     Certified copy of the permission\/authorization from the       Nothing is on records as the Board of<br \/>\n        Hon&#8217;ble Vice-Chancellor to the Chairman BOS of CES            Studies does not require permission<br \/>\n        for allocating teaching load to the employees of the FCI,     authorization from the Vice Chancellor<br \/>\n        U.P. Govt. for the session 2007-08 and 2006-07.               for allocation of teaching load of any<br \/>\n                                                                      period.\n<\/p>\n<p> 5.     Total number of cases in other sections of the University     None.\n<\/p>\n<p>        Polytechnic in the last two years whereby teaching load<br \/>\n        has been allocated to the employees of the FCI,<br \/>\n        U.P.Govt.\n<\/p>\n<p> 6.     The provision of the rules of the University whereby          Nothing is available on the records.\n<\/p>\n<p>        qualification of a lecture for a specialized post can be<br \/>\n        approved by a BOS without the creation of the post by<br \/>\n        the BOS.\n<\/p>\n<p> The First Appellate Authority Ordered:\n<\/p>\n<p>&#8220;After perusal of the reply the AA is of the view that information pertaining to your application is<br \/>\nalready provided to you. A clarification as to your remarks in appeal is furnished by the Principal,<br \/>\nUniversity Polytechnic and Assistance Registrar (Council) and the same is enclosed herewith.&#8221;<br \/>\nThe appeal is disposed off.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant: Mr. Faisal Zia Siddiqui,<br \/>\nRespondent: Sh. Arifuddin Ahmed PIO and Dr. Syed Iqbal deemed PIO.<br \/>\nThe appellant contests the answers provided to points 1 and 2, where the PIO has written that<br \/>\nthe &#8216;Rules are silent&#8217;. The appellant wants a statement saying there are no rules. The<br \/>\nrespondent states that there are rules governing these matters but there is no mention of the<br \/>\nissues sought by the appellant, hence his statement that &#8216;Rules are silent&#8217; is proper.
