Singh.\n   v)     Request to inspect file records of Mrs. Dinesh Notiyal.\n\nReply of the PIO:\nThe inspection of the said files is not possible as the information sought is 3 rd party information\nand the concerned teachers have refused to grant permission to inspect their respective file\nrecords.\n\nGrounds for the First Appeal:\nNot appealed.\n\nGrounds for the Complaint:\nNon-receipt of information from the PIO within the stipulated period of 30 days.\n Submission received from the PIO:\nThe PIO stated that the complainant had been informed vide letter dated 09\/03\/2010 that\ninformation sought was 3rd party information and the concerned teachers had refused to grant\npermission to inspect their respective file records. The letters from the concerned teachers\nrefusing permission were also enclosed.\n\nSubmission received from the Complainant:\nThe complainant stated that he had been denied information by the PIO stating that the sought\ninformation is 3rd party information.\n\nRelevant Facts<\/pre>\n<p> emerging during Hearing:\n<\/p>\n<p>The following were present:\n<\/p>\n<p>Complainant: Mr. Hakam Singh;\n<\/p>\n<p>Respondent: Mrs. S. R. Sapolia, Public Information Officer &amp; Dy. Director;\n<\/p>\n<p>       The complainant has sought inspection of service files of five teachers. The PIO sought<br \/>\nthe concurrence of the five teachers as per Section-11 of the RTI Act. The five teachers have<br \/>\nobjected to disclosing their service files to the complainant since they appear to be claiming<br \/>\nexemption under Section (1)(j) of the RTI Act.
