No.<br \/>\n        6830 dated 06\/08\/2009 in response to CS Delhi memo<br \/>\n        dated 29\/01\/2009.\n<\/p>\n<p>Grounds for the First Appeal:\n<\/p>\n<p>Unsatisfactory information provided by the PIO<\/p>\n<p>Order of the First Appellate Authority (FAA):<br \/>\nNo order passed by the FAA.\n<\/p>\n<p>Grounds for the Second Appeal:\n<\/p>\n<p>Unsatisfactory information provided by the PIO and No order passed by the FAA.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present:\n<\/p>\n<p>Appellant: Mr. Ajai Vatan;\n<\/p>\n<p>Respondent: Mr. Rajiv Kumar, Public Information Officer &amp; SDM-I (HQ);\n<\/p>\n<p>        The First Appellate Authority Mr. Z. U. Siddiqui has not passed any order in this matter as<br \/>\nadmitted by the PIO. The PIO claims that the FAA had given directions to the PIO. It is a duty of the FAA<br \/>\nto pass reasoned order in the matter. The First Appellate Authority Mr. Z. U. Siddiqui appears to be guilty<br \/>\nof dereliction of duty since he does not appear to have passed any order in the matter.\n<\/p>\n<p>       The First Appellate Authority Mr. Z. U. Siddiqui is directed to present himself before the<br \/>\nCommission with his explanation on 03 August 2010 at 4.00pm to showcause why the Commission<br \/>\nshould not recommend disciplinary action against him for dereliction of duty.\n<\/p>\n<p>The appellant has been given fair amount of information and the PIO has brought further information with<br \/>\nhim in the hearing in which he has stated that the communications mentioned by the appellant are not<br \/>\navailable on the files.
